To reach Seoul's 120 Dasan Call Center in English, call 02-120, choose 9 for foreign languages, then 1 for English. The scheduled English service runs Monday to Friday, 09:00–18:00 Korea time, excluding public holidays. It can help you find the right Seoul city or district service when you do not know which office to contact.
Operating details checked on 17 October 2026 against the 120 Dasan Call Foundation's foreign-language service notice. That notice does not give a separate publication or effective date. Hours and menus may change; use its current instructions if they differ.
Which number should you dial?
| Your calling situation | Number |
|---|---|
| A landline within Seoul | 120 |
| A mobile phone in Korea, or a call from elsewhere in Korea | 02-120; the published alternative is 02-731-2120 |
| A call from overseas | +82-2-731-2120 |
The foundation's telephone service instructions distinguish Seoul landlines from mobile and out-of-Seoul calls. Its foreign-language notice gives the English menu as 9 → 1. Normal calling charges apply, with no separate information-service surcharge; your carrier and plan determine the call cost. These details were checked on 17 October 2026, and neither page states a separate effective date.
Use a connection that can make voice calls. If your phone cannot call, ask someone with a working phone to help or use the written options below. Do not assume that having internet access means your plan includes voice calls or text messages.
Is English support available 24 hours?
The published direct English service has weekday hours. The telephone page lists round-the-clock Korean counseling, while the foreign-language page lists the narrower English schedule above. A footer saying “24 hours” therefore does not establish that an English counselor is available overnight, at weekends, or on a public holiday. Check the language-specific notice before relying on a late call.
What can you ask Seoul 120 in English?
Keep your question focused on a Seoul service. The foundation's official English helpline guide gives examples covering public transport, water services, district offices, public health centers, city events, and help using public facilities. Its foreign-language service notice identifies Seoul Metropolitan Government and the city's 25 districts as the administrative scope. Both were checked on 17 October 2026; no separate effective date is shown.
Practical questions include:
- “Which district office handles this service at my Seoul address, and what should I check before visiting?”
- “I am moving out. Which Seoul water-service office should I contact about settling the bill?”
- “I cannot understand the booking instructions for this Seoul public sports facility. Can you explain the next step?”
- “Where should I report a problem with a Seoul public facility?”
These are suggested ways to frame a request, not promises that every task can be completed during the call. The current service notice says three-way interpretation can be provided when needed for counseling. Ask whether it is appropriate for your particular request; do not rely on 120 as an unrestricted interpreter for every private transaction.
Prepare a short request before calling
- Write the place in Korean. Have the district, road address, facility name, or station and exit ready. Our guide to Korean road addresses and apartment numbers can help you identify the relevant parts.
- State one problem and one desired result. For example: “I need the correct office and the documents to bring,” rather than a long account of every website you tried.
- Keep the original notice nearby. Note its title, issuing office, date, and the exact wording you do not understand. For a bill, start with the type of bill and the question; provide account details only when needed through the official service.
- Confirm the next step. Ask for the office name, contact details, opening hours, any appointment requirements, and a reference number if a report is accepted. Write down whether you received information, a referral, or a submitted complaint.
A simple opening is: “English, please. My question concerns [service] in [district], Seoul. I need help finding the responsible office.” You can also say 영어 상담을 받고 싶어요 — “I would like counseling in English.”
What if the call does not connect?
The foundation warns that callers may have to wait. Its English guide says that, if you cannot reach the helpline, you can text 02-120 with your question and a preferred assistance time within operating hours. Include that you need English. The guide does not promise an immediate reply or a particular callback time. This reservation instruction was checked on 17 October 2026; no separate effective date is given.
For a non-urgent issue that needs location evidence and photographs, the official Seoul Smart Report instructions describe app submissions and tracking. Its 24-hour intake schedule is not a repair-time guarantee, and that notice does not establish English support. The real-time chat guide also does not confirm English availability. Use the English phone route when you need confirmed language support. Both guides were checked on 17 October 2026; effective dates are not stated.
Choose a different route when the task needs it
For immediate police help in Korea, call 112; for fire, rescue, or an ambulance, call 119. These roles and dialing without an area code are confirmed by Busan Metropolitan City's official emergency-call guide, checked 17 October 2026; it gives no separate effective date. Our 119 guide explains what location information to give.
For travel information, tourist interpretation, or a tourism complaint, the Korea Tourism Organization's 1330 helpline is another route. Its page lists domestic dialing as 1330 (page published 30 March 2023; checked 17 October 2026; no separate effective date shown). If your task is obtaining an official certificate, read the Government24 guide for foreign residents for the application steps.
If your question begins with a city announcement, Korea Now's Useful Updates can show selected official notices and their original sources. Coverage is selective and there may be no current approved updates; check the relevant city website directly if nothing is listed. Read the original notice, note the location and relevant dates, then ask 120 about the part you still need clarified. The tool is an optional preparation aid; it does not submit a complaint or replace the responsible office.
