Government24 can save foreign residents in Korea a trip to a government office—but only after you understand what the site actually does.
You may need a Certificate of Alien Registration for a bank, an Income Amount Certificate for a financial application, or proof of your registered address for another Korean service.
Then you open Government24 and immediately run into unfamiliar choices:
회원가입, 간편인증, 공동인증서, 금융인증서, 비회원 신청, MyGOV.
The good news is that Government24 is not only for Korean citizens.
The Korean government has a separate foreign-member registration process and an official foreigner guide for services that foreign residents can use.
The important part is understanding one limitation:
Having a Government24 account does not mean every government service in Korea becomes available online.
Some services can be issued immediately online. Some require additional identity authentication. Some are available only to certain applicants. And some immigration procedures still belong on HiKorea or require a visit to an immigration office.
Last checked: October 3, 2026. Government24 menus, authentication options, available civil services, and application methods can change. Always check the current service page before relying on an old screenshot or blog guide.

Quick answer: can foreigners use Government24?
Yes.
Government24's official foreigner guide states that certain GOV.KR services are available to foreigners and recommends registering as a foreign member before using them.
Foreign residents can use Government24 for services such as:
- Certificate of Alien Registration
- Certificate of Domestic Residence Report
- Income Amount Certificate
- Some land and property records
- Some address-related administrative services
- Other civil documents where the service eligibility includes foreigners
However, the exact application method depends on the service.
You may see:
- Internet application
- Mobile application
- Visit only
- Online viewing
- Self-print
- Electronic document delivery
Always read the individual service page before clicking Apply.
Government24 is not the same as HiKorea
This is probably the first distinction foreign residents should learn.
Government24 — 정부24
is Korea's broad government civil-service portal.
It provides access to many certificates and administrative services from different government agencies.
HiKorea — 하이코리아
is focused much more specifically on immigration and foreign residents.
HiKorea provides online immigration services such as certain:
- Extensions of stay
- Changes of status
- Workplace-related permissions
- Immigration reports
- Visit reservations
There is some overlap.
For example, Government24 currently lists an online foreign-resident change-of-address service.
But that does not mean Government24 replaces HiKorea for immigration matters.
If the question is mainly:
“I need an official certificate.”
Government24 is often worth checking first.
If the question is:
“I need to extend, change, or obtain permission related to my status of stay.”
HiKorea or the Immigration Contact Center is usually the more relevant starting point.
Step 1: use the For Foreigners section
The current Government24 site includes a For Foreigners menu.
Source: Official foreigner portal; checked October 9, 2026.
It provides access to:
- Korean
- English
- Chinese
- A foreigner service guide
If you are using Government24 for the first time, starting there is easier than trying to translate every menu yourself.
The official foreigner guide currently walks users through services including:
- Certificate of Alien Registration
- Certificate of Domestic Residence Report
- Income Amount Certificate
- Land registry documents
- Resident-registration-related documents
- Foreign-member registration
Step 2: create a foreign-member account
From the Government24 homepage, choose:
회원가입 — Sign Up
For an individual foreign resident, follow the individual membership route.
Foreign-member registration may ask for the information below. Follow the current form and identity-verification instructions; fields and methods can differ.
- Name
- Foreign Resident Registration Number
- Username
- Password
- Password confirmation
- Authentication method
Your foreign resident number is the number registered with Korean immigration.
You do not need to invent a Korean resident registration number.
Enter your name exactly as it appears in your Korean record
This sounds simple, but foreign names can create problems across Korean online systems.
Your records may contain:
- Spaces between given names
- A middle name
- All capital letters
- A different name order from your passport
- A Korean transliteration
When Government24 asks for your identity information, use the name associated with your Korean foreign resident registration.
If registration or authentication fails, first recheck:
- Name spelling
- Spacing
- Foreign Resident Registration Number
- Whether you selected the foreign-member route
Do not create several accounts using different versions of your name just to see which one works.
Step 3: understand login and authentication
Logging into Government24 and proving your identity for a specific application are not always the same thing.
Some Government24 services allow:
회원 신청 — member application
and:
비회원 신청 — non-member application
But Government24 clearly warns that even when a service allows a non-member application, additional authentication may still be required.
Depending on the service, Government24 can ask for:
- Simple authentication — 간편인증
- Joint certificate — 공동인증서
- Financial certificate — 금융인증서
So:
“I successfully logged in”
does not necessarily mean:
“I can issue every certificate without another authentication step.”
Simple authentication may still depend on the provider
Korean simple-authentication services are connected to separate identity providers.
Foreign residents may find that one authentication method works while another does not.
If Government24 displays several available methods, choose one that is already correctly linked to your Korean identity information.
If the authentication repeatedly fails, do not assume Government24 itself is down.
The failure may be happening inside the identity provider.
Government24 and Korean phone verification are different layers
If your authentication method uses a Korean mobile number, your phone information may need to match your registered identity.
This is the same kind of problem foreign residents encounter with:
- Bank apps
- Shopping apps
- Payment services
- Other Korean websites
If your Korean phone is registered under a different spelling of your name or another person's name, identity authentication can become difficult.

One of the most useful documents: Certificate of Alien Registration
The Korean name is:
외국인등록사실증명
This is different from the plastic Residence Card itself.
It is an official certificate showing facts from your Korean foreign resident registration record.
The government's foreigner guide explains that it can be used in situations where a foreign resident needs to provide evidence of foreign registration information for legal procedures or transactions.
Source: Certificate of Alien Registration; checked October 9, 2026.
You may encounter requests for this document from:
- Banks
- Schools
- Government institutions
- Hospitals
- Other organizations that need registered residence information
How to issue a Certificate of Alien Registration
Use this as a practical outline for applying for a Certificate of Alien Registration. Follow the current service screen if fields or order differ.
- Log in to Government24.
- Search for 외국인등록사실증명 or Certificate of Alien Registration.
- Open the relevant service.
- Review the service information.
- Choose Issue / 발급.
- Check the applicant information automatically loaded from your account.
- Select the information you want included.
- Select the purpose of issuance.
- Submit the application.
The application may offer residence-history disclosure choices. Select the history required by the receiving organization from the options available on the live form.
It also allows users to choose whether certain historical information should appear on the certificate.
Do not disclose more personal information than necessary
Some Government24 certificates allow you to choose whether information such as a full registration number or historical details appears on the document.
Before pressing Issue, ask:
“What does the organization receiving this document actually need?”
If a bank needs your current address, that does not necessarily mean it needs every previous Korean address you have ever registered.
Choose the minimum information required by the receiving institution.
Certificate of Domestic Residence Report
Another foreigner-oriented Government24 service is:
국내거소신고사실증명
This applies primarily to people whose Korean status is based on domestic residence reporting rather than ordinary foreign resident registration.
Depending on the certificate and service, receipt methods may include the options below. Use only methods offered by your live application and accepted by the receiving organization.
- Online self-print
- Electronic document wallet
- Online submission to a third party
- Online viewing
The exact available options depend on the service.
Income Amount Certificate
The Korean name is:
소득금액증명
This certificate can be useful when you need official evidence of taxable Korean income.
It may be requested for purposes such as:
- Banking
- Loans
- Credit-card applications
- Visa-related documentation
- Government procedures
Check that your applicant number and name match your foreign registration record. Confirm automatically filled details before submitting.
The current Government24 service page lists this certificate as available through channels including:
- Internet
- Mobile
- In-person visit
- Civil-service mail
- Unmanned certificate machines in applicable cases
Government24 currently lists no issuance fee for the Income Amount Certificate service.

Do foreigners use a 주민등록등본?
This question causes a lot of confusion.
주민등록표 등본
is the Korean Resident Registration Certificate commonly used by Korean citizens.
Foreign residents should not automatically assume that this is the document they need.
Government24 states that foreigners can obtain resident registration copies only in cases allowed under the Resident Registration Act and related regulations.
For many foreign-resident situations, the document you actually need may instead be:
외국인등록사실증명 — Certificate of Alien Registration
Before requesting a document, ask the bank, school, company, or government office for the exact Korean document name.
Government24 is also useful for checking whether a service is online at all
Even if you do not complete the application there, Government24 service pages are useful because they show information such as:
- Application method
- Who can apply
- Processing time
- Fee
- Required documents
- Responsible agency
This can prevent unnecessary trips.
For example, the initial foreigner-registration service page currently lists the application method as in-person visit.
By contrast, the foreign resident change-of-address service currently includes an online application route.
Source: Change-of-residence service; checked October 9, 2026.
The important habit is:
Check the “신청방법 — application method” line before assuming you can complete a service online.
How to find your issued document
Government24's official foreigner guide directs users to:
MyGOV → My Application History → Service Application History
After a certificate has been issued, you can locate the application there.
If you selected online self-print, choose the print function from the issued application.
Can you download every Government24 certificate as a PDF?
Do not assume so.
Government24 provides several document-receipt methods, but the options differ by service.
You may see:
- Online issuance — self-print
- Electronic document wallet
- Online viewing
- Third-party electronic submission
- Mail or in-person receipt
Where self-printing is offered, open the completed application through MyGOV and use its document-output option. Follow the receipt methods available for your certificate.
If the organization receiving your certificate accepts an electronic document, the Electronic Document Wallet can be more useful than trying to turn a protected government certificate into a normal PDF yourself.
Use the receipt method shown by the service instead of assuming “Print” means “Download PDF.”
Common problem 1: “My foreigner registration number is not accepted”
First check:
- Are you using foreign-member registration?
- Is the number entered correctly?
- Is your name entered exactly as registered?
- Are you using a valid foreign registration record?
If the information is correct but Government24 still rejects registration, contact Government24 rather than repeatedly changing your data.
Current Government24 customer service provides a dedicated menu for:
회원가입 및 로그인 문의 — membership and login questions.
Common problem 2: “I logged in, but it asks me to authenticate again”
This can be normal.
Government24 allows some services to be opened as a member or non-member but still requires stronger authentication before issuing sensitive documents.
Use one of the authentication methods shown for that specific service.
Account login and civil-document identity authentication are not always the same step.
Common problem 3: “I cannot find the certificate in English”
The Government24 site has foreign-language navigation, but individual service names and downstream screens can still be easier to locate using the Korean document name.
Save these Korean terms:
- 외국인등록사실증명 — Certificate of Alien Registration
- 국내거소신고사실증명 — Certificate of Domestic Residence Report
- 소득금액증명 — Income Amount Certificate
- 체류지변경신고 — Change of Residence Report
Searching the Korean name can sometimes be faster than navigating several translated menu layers.
Common problem 4: “Government24 says I must visit an office”
This does not necessarily mean the website is broken.
Some Korean government procedures are legally or operationally visit-only.
Read the service page and look for:
신청방법 — Application method
If the only listed method is:
방문 — Visit
Government24 is giving you information about the service, not promising that it can be completed online.
Common problem 5: “I need an immigration service but cannot find it”
You may be looking on the wrong government portal.
If your task involves:
- Visa/status extension
- Change of status of stay
- Permission related to work
- Immigration appointment
check HiKorea.
The Korea Immigration Service confirms that HiKorea handles electronic immigration petitions such as certain extensions of stay and workplace-change permissions.
If you cannot tell which system you need, call:
1345 Immigration Contact Center
and describe the exact action you are trying to complete.

Common problem 6: “The printer does not work”
If you chose:
온라인 발급(본인출력) — Online issuance, self-print
Government24 expects you to use the document's print process.
The official guide tells users to locate the issued document through MyGOV and choose Print.
If printing is essential for an appointment:
- Do not wait until five minutes before leaving.
- Check that the printer is connected.
- Open the issued document first.
- Confirm the certificate renders correctly.
If you do not own a printer, check whether the receiving organization accepts an electronic document or whether another receipt method is available.
Do not assume a screenshot of the certificate is equivalent to the officially issued document.
Common problem 7: “The certificate shows the wrong address”
Government24 generally displays information stored in the underlying government record.
If your registered immigration address is outdated, issuing another certificate does not fix the underlying address record.
You need to correct the relevant government registration first.
For foreign residents, an address change is an immigration reporting matter.
Check the current Government24 or HiKorea address-change service and the applicable reporting deadline.
After the official record has been updated, issue a fresh certificate.
Mobile Residence Card does not automatically replace Government24 login
Korea now has an official Mobile Residence Card for foreign residents.
That is a government-issued digital ID.
But Government24 authentication is its own system.
Do not assume that simply installing the Mobile Residence Card app means every Government24 service will automatically log you in.
Use the authentication method Government24 requests for the service you are applying for.

A practical example: your bank asks for 외국인등록사실증명
You are opening or updating a Korean bank account.
The bank asks for:
외국인등록사실증명
Instead of going directly to an immigration office:
- Open Government24.
- Log in as a foreign member.
- Search 외국인등록사실증명.
- Open the certificate service.
- Choose the residence information the bank requires.
- Select the appropriate issuance purpose.
- Apply.
- Open MyGOV.
- Print or use the receipt method provided by the service.
If the bank needs your full foreign registration number, check the disclosure option before issuing the document.
Another example: you need Korean income proof
Your bank or another institution asks for:
소득금액증명
Government24 currently allows this service online.
The foreigner guide shows that your Foreign Resident Registration Number can be automatically displayed in the application.
You can choose:
- Certification period
- Purpose
- Submission destination
- Information disclosure options
- Available receipt method
This is much easier than asking your employer to create a document that may not be the official certificate the receiving institution wants.
Government24 customer support
If the problem is with Government24 itself, use the Government24 customer center.
Current contact numbers are:
1588-2188
or:
02-721-0600
Current operating hours:
Weekdays 09:00–18:00
Source: Current Government24 support; checked October 9, 2026.
The current phone menu includes:
- 2 — civil-service application and issuance questions
- 3 — Benefit Alert / digital wallet questions
- 4 — membership and login questions
Korea also operates:
110 Government Civil Service Call Center
Government24 currently lists 110 as a free government-information line operating 24 hours a day, 365 days a year.
When to call 1345 instead
Call 1345 when the problem is not really Government24 but immigration.
Examples:
- Which immigration service should I use?
- Can I file this online?
- Which Immigration Office has jurisdiction?
- What is my reporting deadline?
- Does my visa/status allow this application?
The Immigration Contact Center currently supports 20 languages.
Current weekday counseling hours are:
09:00–22:00
After 18:00, service is provided in Korean, English, and Chinese.
Government24 checklist for foreign residents
Before using Government24:
- ☐ I know the exact Korean name of the document I need.
- ☐ I have my Foreign Resident Registration Number.
- ☐ My name matches my Korean registration record.
- ☐ I registered as a foreign member.
- ☐ I have a working authentication method.
- ☐ I checked whether the service is online or visit-only.
- ☐ I know what information the receiving institution wants shown.
- ☐ I checked the available receipt method.
Useful Korean words
- 정부24 — Government24
- 회원가입 — Sign up
- 로그인 — Login
- 민원 — Civil service / administrative application
- 신청 — Apply
- 발급 — Issue
- 열람 — View
- 본인출력 — Self-print
- 비회원 신청 — Non-member application
- 간편인증 — Simple authentication
- 공동인증서 — Joint certificate
- 금융인증서 — Financial certificate
- 전자문서지갑 — Electronic Document Wallet
The biggest mistake: searching for the wrong Korean document
A foreign resident walks into a bank.
The employee says:
“등록사실증명 가져오세요.”
The resident goes home and searches:
주민등록등본.
Now nothing makes sense.
This happens because several Korean certificates can sound similar when translated into English.
Before applying, ask the receiving organization:
서류의 정확한 한글 이름이 무엇인가요?
What is the exact Korean name of the document?
Write it down.
Then search that exact Korean term in Government24.
This one habit can save far more time than memorizing every Government24 menu.
Bottom line
Government24 is genuinely useful for foreign residents in Korea.
But it works best when you stop thinking of it as:
“the website where foreigners can do every government procedure.”
Think of it instead as:
“the main portal where I can search Korean civil services, issue many official certificates, and check how a government procedure must be completed.”
Use a foreign-member account.
Keep a working identity-authentication method.
Search using the exact Korean document name.
Check whether the service is online or visit-only.
And remember:
Government24 is excellent for certificates. HiKorea remains essential for immigration.
Once you understand that division, the Korean government-service system becomes much easier to navigate.
