Korean Digital Certificates for Foreigners: 공동인증서, 금융인증서, and PASS Explained

Start with the website you need to use: which authentication methods does that particular task accept? 공동인증서, 금융인증서, and PASS can all help with online identification or electronic signatures, but issuing one does not make it usable everywhere.

This guide is for foreign residents setting up Korean banking and public-service access. The bank-certificate route below assumes eligible Korean resident identification and a bank relationship. It does not establish eligibility for every visa, passport-only visitor, tourist SIM, or bank account.

Editorial review: October 16, 2026. The conditions specifically checked against official guidance are identified beside the relevant sections. These were document checks; no certificate was issued or tested using a foreign customer's account. Bank, carrier, device, and receiving-service requirements still apply.

Illustrated guide: Korean Digital Certificates for Foreigners: 공동인증서, 금융인증서, and PASS Explained

Illustration only, including the example Government24 screen. A Korean bank account alone does not guarantee certificate issuance: the Msafer route requires eligible resident identification and the institution’s checks. PASS phone identity verification and PASS certificate issuance are separate steps; each service must also accept your chosen method.

Choose the method your task accepts

What the screen asks forWhat to doCheck before starting
공동인증서Use a valid 공동인증서 of the type the service accepts. Its expiry date, permitted uses, and storage location. A certificate on your phone may need the provider's transfer process before a PC can use it.
금융인증서Use a 금융인증서 issued through a participating institution.Whether your bank can issue it for your customer profile and whether the receiving service offers this option.
간편인증 → PASSFollow the PASS certificate authentication request.Whether you have completed PASS certificate issuance, as well as phone identity verification.
휴대폰 본인확인 / PASS app verificationComplete the carrier's phone identity check. This is a separate process from obtaining an electronic-signature certificate.

You do not need every certificate. If a task offers several methods, choose one you can already use. If it explicitly requires 공동인증서, do not assume that PASS or 금융인증서 will replace it.

For example, before requesting 외국인등록사실증명 on Government24, open that application's current authentication options. Use a method offered for that application and your identity record. A certificate that works for another government task is not proof that this one accepts it. See Government24 login and common problems for foreign residents.

공동인증서: eligibility, issuance, storage, and renewal

You may still hear the old name 공인인증서. The government call center explains that the familiar certificate is now called 공동인증서. Korea's revised electronic-signature framework took effect on December 10, 2020, allowing several authentication services to operate alongside one another. Can a foreign resident obtain one?

Yes, under the route described by Msafer for holders of a Residence Card (외국인등록증) or Domestic Residence Report Card (국내거소신고증). Its guidance describes financial-institution identity checks, internet-banking enrollment, and certificate issuance. It also warns that some institutions restrict issuance to foreign customers. This is an available route, not a guarantee for every institution or account. Source: Msafer certificate guidance, page 1, reviewed October 16, 2026.

  1. Ask your bank about your specific account. Confirm the identity documents and whether a branch visit is needed.
  2. Complete identity verification and enable internet banking if it is not already active.
  3. Open 인증센터 → 공동인증서 발급/재발급 and choose the certificate type required for your task.
  4. Follow the bank's security checks, set the certificate password, and choose supported storage.
  5. Check that issuance completed. Note the certificate type and expiry date, then return to the service you need.

As a concrete bank example, Busan Bank's 공동인증서 issuance page describes internet-banking enrollment followed by identity checks, information entry, storage/password setup, and completion. It lists a free bank/credit-card/insurance certificate and a paid general-purpose option. This is a 공동인증서 example, not evidence that a particular foreign customer's 금융인증서 application will succeed.

Which type, where is it stored, and how long does it last?

A bank/credit-card/insurance certificate and a 범용인증서 (general-purpose certificate) have different permitted uses. Business and special-purpose certificates are separate again. Choose by the receiving service's requirements; do not buy a general-purpose certificate simply because it appears in the menu.

Common personal 공동인증서 products have one-year validity; confirm your own certificate's expiry. For example, SignKorea's personal general-purpose product lists one year. Renew through the issuer before expiry when available; after expiry, follow its reissuance procedure.

공동인증서 is often stored on a PC, smartphone, USB drive, or another supported medium. In that setup, 인증서 가져오기 means import and 인증서 내보내기 means export. Use the issuer's transfer feature, such as 스마트폰 → PC 인증서 복사, when the other device cannot find it.

Local storage is not an absolute rule. Providers also offer cloud-based 공동인증서 products. SignKorea's cloud 공동인증 service, reviewed October 16, 2026, describes cloud storage and use across devices without copying the certificate. Check the actual product instead of identifying its type solely by where it is stored.

금융인증서: what is confirmed for foreign residents?

금융인증서 is KFTC's financial certificate, kept in its cloud. KFTC's overview describes three-year validity, a six-digit PIN, and access without manually copying a certificate file between devices. The overview retains some launch-era wording, so these product features should not be read as proof of every bank's current foreign-customer onboarding policy. Source: KFTC financial-authentication overview, reviewed October 16, 2026.

Msafer's foreign-customer guidance identifies two starting conditions: a Residence Card or Domestic Residence Report Card, and an account at the bank through which the certificate will be issued. Some institutions may restrict foreign-customer issuance. Source: Msafer certificate guidance, page 2, reviewed October 16, 2026.

  1. Open your bank's 인증센터 and select 금융인증서 발급/재발급.
  2. Read the terms and complete the bank's required identity and additional security checks.
  3. Check or update your customer information as requested.
  4. Complete the financial-authentication account and certificate setup, including the required phone verification and PIN steps shown by your institution.
  5. Confirm that the certificate appears as issued, then return to a service offering 금융인증서.

The exact document and phone-verification route is not identical at every bank. Woori Bank's financial-certificate issuance terms describe prior identity verification and online checks for existing electronic-banking customers, with possible additional authentication. These published terms do not prove that every foreign resident can complete the entire process remotely.

If the bank blocks your application, distinguish certificate eligibility from online identity verification. Ask whether staff can verify or correct your customer profile at a branch, and whether that would enable issuance. A branch visit is an option to confirm, not a promised workaround.

PASS phone verification and a PASS certificate are different steps

PASS apps from SK Telecom, KT, and LG U+ provide several services. 휴대폰 본인확인 checks your identity through the mobile subscription and the carrier's authentication process. PASS 인증서 is an electronic-signature certificate issued through the app under a separate certificate service.

KT's certificate terms define these functions separately and require certificate-service enrollment and the relevant user checks. Successfully receiving an SMS or passing a phone identity check does not, by itself, show that a PASS certificate has been issued. Can foreigners use a PASS certificate?

The official PASS Certificate FAQ says domestic foreign customers can use the service if they can complete mobile-phone identity verification and join the authentication app. It also states a minimum age of 14. This is conditional eligibility; it does not establish support for every tourist SIM, phone plan, device, or receiving website. Source: PASS Certificate FAQ, reviewed October 16, 2026.

  1. Check the mobile line first. Use the carrier app appropriate to your subscription and confirm that its phone identity check recognizes your subscriber details.
  2. Open the PASS certificate menu. Check whether a valid certificate is already shown. App membership and certificate issuance are separate milestones.
  3. Complete the current certificate enrollment steps. Follow that carrier's terms and additional verification prompts. For example, LG U+'s official PASS app description says certificate issuance follows identity verification and verification of an account in your own name. This example does not establish identical steps for every carrier.
  4. Return to the original website and request PASS authentication. Read the request in the app, approve it yourself, and check the original website for completion.

If phone verification fails, ask the carrier to check your registered name, subscriber identity, and foreign-resident information. If the phone check works but certificate issuance fails, record the exact certificate error and ask the carrier about that step. If the certificate works elsewhere but PASS is absent from a website's options, choose a method that website offers.

Names such as JAMES MICHAEL SMITH may be entered or stored differently across services. Do not guess which spelling or spacing the system expects; ask which registered form its check uses. A data mismatch is one possible cause, not a diagnosis of every failed request. See resident SIM, MVNO, and phone-verification guidance.

When authentication fails: identify the stage

What happensWhat to check next
공동인증서 is on the phone but missing on the PC.Confirm the storage location. Use the bank's supported certificate-copy/import process; do not email certificate files or passwords.
The certificate is expired.Check the issuer's renewal or reissuance option. Password retries will not restore an expired certificate.
금융인증서 is not shown.Confirm that issuance finished, that you are connecting to the expected financial-authentication account, and that the service supports it. Follow the displayed cloud/phone-verification checks.
Phone identity information does not match.Ask the carrier which subscriber fields need correction. If relevant, also check the bank's customer record.
The bank refuses remote verification.Ask whether the restriction concerns the certificate, your account, or the remote identity-check method, and what branch procedure is available.
A certificate works on one website but not another.Check the receiving website's accepted methods and any task-specific restrictions. Acceptance is not universal.

Keep the exact error wording, the service name, and the failed stage when requesting help. Remove personal numbers, passwords, PINs, and one-time codes from screenshots.

A practical setup order for a new resident

  1. Establish the resident identity record required for your services. For the Msafer bank-certificate route above, this means the eligible resident identification it names.
  2. Arrange a mobile line that supports the identity checks you need. Check how your name and foreign-resident information are registered.
  3. Open an eligible bank account and enable the banking channel required for issuance.
  4. Issue only a certificate your next task accepts. 금융인증서 can be convenient where your bank can issue it and the receiving service supports it. Use 공동인증서 when the task requires it.
  5. Set up a PASS certificate if useful for services you use. Check that certificate issuance has completed, rather than stopping after app registration.

A second working method can help when another credential expires or is unavailable. It is a convenience choice, not a requirement to hold every Korean certificate.

Mobile Residence Card is a separate identity credential. Do not assume that displaying it replaces the certificate or phone-verification option requested by a website. See where Mobile Residence Card works and its limits.

Leaving Korea, changing your phone, and protecting access

Before canceling a Korean number, changing devices, or deleting an authentication app, ask your bank and carrier how those changes affect access, reissuance, and remaining tax or administrative tasks. Guidance for overseas Korean nationals does not automatically apply to foreign residents.

There is a concrete carrier-specific reason to check: KT's PASS certificate terms include revocation after 14 days from KT mobile-service termination, stated as rolling implementation from March 27, 2026. That condition must not be generalized to every carrier. Cloud storage alone does not guarantee continued overseas access.

Complete signatures yourself. Do not send a certificate password, PASS PIN, one-time verification code, or bank security-card details to someone offering to process a task. If your phone is stolen, contact the carrier promptly and follow the bank's and authentication providers' loss/security procedures.
