Korean Gas Bills Explained: Charges, Meter Readings, and Payment

To check a Korean city-gas bill, start with the billing dates and meter readings, then check the energy use in MJ, your local tariff, and any unpaid amount or adjustment. The meter records gas volume in m³; the provider converts that volume into energy before applying its rate.

This guide is for residents who receive a separate city-gas bill. If heating or hot water is included in your building’s 관리비 (management fee), ask the management office which system supplies your home and how those charges are allocated.

Review date: October 16, 2026. The official sources linked beside the explanations below were reviewed for the stated topics. The tariff table separately identifies its effective dates and verification limits. Rates, payment options and account conditions differ by provider.

Fictional Korean gas bill example: 12.5 cubic meters becomes 500 MJ, with a total of 12,375 won including VAT

Illustrative example only: fictional figures, not a real bill or current tariffs. The example uses 12.5 × 1.0000 × 40.000 = 500.0 MJ; 500.0 × ₩20.0000 + ₩1,250 = ₩11,250 before VAT, plus ₩1,125 VAT = ₩12,375. Your provider’s rates and rounding rules may differ.

Safety qualification for the image: If the gas smell is strong, leave immediately and call 119 from a safe place. Do not stay inside to close valves or ventilate. Avoid electrical switches, fans and extractors in the affected area. Official gas-leak safety guidance checked October 27, 2026.

Check your bill in five steps

  1. Identify the provider and account. Find the company name, customer number, address and payment deadline on the bill.
  2. Check the dates and readings. Compare the current and previous readings used for this billing period. Keep a dated photo of your meter.
  3. Compare consumption. Look at both m³ and MJ. A longer billing period or more heating and hot-water use can explain a higher bill.
  4. Check the tariff and adjustments. Use your provider’s rate for the relevant period and account category. Look for estimated readings, previous unpaid amounts, discounts and corrections.
  5. Choose one payment method and confirm completion. Before a separate transfer or move-out payment, check whether an automatic debit is already scheduled.

If the figures do not agree, contact the provider with your bill, customer number, meter photo and payment record. A Korean question you can use is: 검침값과 청구된 사용량을 확인해 주세요. — “Please check the meter reading and the billed usage.”

Find the company serving your address

Your residential bill normally comes from a regional city-gas company. Korea Gas Corporation (KOGAS) explains the wholesale and retail pricing structure: the final consumer price includes the wholesale price and the regional supplier’s approved supply cost. A rate used elsewhere in Korea may therefore differ from yours. Official KOGAS explanation of wholesale and retail gas pricing (reviewed October 16, 2026).

Check the company name on your bill first. If you cannot find it, ask your landlord or apartment management office, or search Korea Gas Safety Corporation’s regional city-gas service-center directory for your own area.

Save the account number printed on your bill. It may be called 사용계약번호 (service contract number) or 납입자번호 (payer number). Use the format your provider requests. It helps with bill lookup, payment inquiries and move-out settlement.

Read the meter, volume and energy fields

A gas meter records cumulative consumption; it does not restart at zero each month. For an ordinary period without a meter change, current reading − previous reading = volume used. For example, 153.7 − 145.2 = 8.5 m³. Use the readings recorded for the bill’s dates: a photo taken later will include gas used since the billed reading.

Why convert m³ to MJ? Gas volume changes with temperature and pressure, and its energy content also varies. The correction factor adjusts the measured volume; the period’s weighted average calorific value converts the adjusted volume into energy. Your provider supplies these figures. Seoul City Gas explains these fields in its official bill-reading guide (reviewed October 16, 2026).

The basic calculation

Volume used × correction factor × average calorific value = energy used in MJ.

For a straightforward residential bill, multiply that energy by the applicable rate, add the basic charge, and apply VAT as your provider specifies. Busan City Gas publishes a residential formula with a 10% VAT component in its official tariff and calculation guide.

Read unpaid balances, late fees, discounts and corrections as separate bill items. Do not automatically add another 10% to every carried-over amount. The amount due can differ from the current period’s gas charge; Seoul City Gas’s bill guide explicitly separates the current charge and unpaid amount. Provider rounding and adjustments can also affect the total.

Use the tariff for your provider and billing period

A basic charge and a unit rate are separate items. Residential categories can distinguish cooking, individual heating and central heating. Busan’s table also shows a 516 MJ division for combined cooking/heating accounts; both sides currently display the same residential rate. This is a provider-specific classification, not a nationwide consumption allowance.

These figures were not independently reconfirmed in the October 16 review. Select your area and applicable date in the official tariff schedule.

These examples do not replace your bill or the current official tariff. Check the applicable date, category and VAT treatment before calculating. A newly dated tariff listing does not by itself mean every residential unit rate increased. Compare both consumption and unit price when reviewing consecutive months.

Submit a self meter reading, or check an estimate

Depending on the building, the provider may read an accessible meter, use remote readings, or ask you to submit a 자가검침 (self reading). Check the notice for your submission window and requested digits.

  1. Take a clear, dated meter photo.
  2. Enter only the digits requested in your provider’s instructions. Analog meters may distinguish the main digits from decimal digits.
  3. Check the submission confirmation and keep the photo until you have checked the bill.
  4. If you miss the window, contact the provider rather than assuming a late online entry was accepted.

Seoul City Gas’s official self-reading notice asks for white digits on a black background. It says entries outside the stated window are not transmitted and customers should contact the center. It also describes estimated billing and settlement after a normal reading (reviewed October 16, 2026).

Busan City Gas’s meter-reading guidance likewise specifies the black-background digits and explains its own reading and correction windows. Follow the notice for your address; its dates are not a nationwide schedule.

Some mobile services recognize a reading from a photograph, but availability varies. A photo you keep for your records is useful even when your provider does not offer photo recognition. Use the official service linked by your provider.

Why an estimated bill can cause a later jump

If the provider cannot obtain a reading, it may estimate consumption under its supply rules. A low estimate followed by an actual reading can put a correction into a later bill. This can make the payment amount rise even when the latest month’s actual use did not double.

Busan’s official billing guidance explains estimated usage, later settlement and recalculation after a confirmed meter-reading error. Ask: 지난달 요금이 추정검침으로 계산됐나요? — “Was last month’s bill based on an estimated reading?”

Pay the bill and check that payment succeeded

Use the options offered by the company serving your address. They can include bank automatic debit, supported-card automatic payment, a dedicated payment account, the provider’s website or app, and a supported KakaoTalk gas service.

  • Bank automatic debit — 은행 자동이체: check when it begins, the scheduled debit date and your account balance. Registration alone does not prove this month’s bill was collected.
  • Card automatic payment — 카드 자동이체: supported card companies and charging dates vary. Foreign-issued card acceptance has not been confirmed for every provider.
  • Dedicated payment account — 입금전용계좌: use the account and amount shown on your current bill or official account page. Confirm whether an automatic payment is pending before transferring separately.
  • GasTalk, Gas App and other mobile services: functions and participating providers differ. Bill lookup, payment, self reading, move reservations and automatic-payment management may be available; check your provider’s own instructions.

For a concrete example, Seoul City Gas’s payment guide lists bank/card payments and dedicated accounts. It warns about duplicate payment when an automatic debit is pending; its supported methods and card schedules should not be generalized to other companies (reviewed October 16, 2026).

No bill received? Look up the amount through the official service or call the provider before the deadline. Digital bills may be offered through KakaoTalk, SMS/MMS, email or an app. Confirm the registered contact details when moving.

Having trouble with online identification? Contact the provider’s customer center with your bill and account number to ask which payment or account-access route is available to you. Do not assume that an app, Korean bank account or particular identification method works for every foreign resident.

If payment is late

Late fees and supply suspension depend on the provider’s current supply rules. Contact your own provider promptly if you cannot pay or a debit failed, and ask about its current notice process and any reconnection charge. Do not use another region’s notice timetable or fee as your own.

Work out why a bill suddenly increased

Compare the consumption and bill items before judging the total:

  • Heating and hot water: an individual gas boiler may supply both. Colder weather, longer operating time, a warmer setting, poor insulation and more hot-water use can raise consumption even if you rarely cook.
  • Billing dates: check whether the period covers more days than the previous one.
  • Rate or account category: compare the unit rate applicable to each period.
  • Estimates and unpaid amounts: look for a correction or a carried-over balance.
  • Meter readings: check the billed figures against your dated records. If a later physical reading is lower than the bill’s reading, tell the provider; a meter replacement or other account change also needs clarification.
  • Boiler operation: if it runs unexpectedly or shows an error, follow the manufacturer’s instructions and contact the appropriate service provider.

Two homes of the same size can have different insulation, exposure, occupancy, heating modes and hot-water use. Compare your own m³/MJ consumption over comparable periods. For the controls themselves, see Korean Apartment Boiler Controls: Ondol, Room Temp, and Error Codes.

If you smell gas, stop the bill check. With a strong gas smell, leave immediately and call 119 after evacuating. Avoid operating electrical switches or appliances in the affected area. Korea Gas Safety Corporation warns against using a fan or extractor to disperse leaked gas. Moving in, moving out, or disputing a bill

On move-in day, photograph the opening reading and confirm that the previous resident’s usage has been separated from yours. Before moving out, arrange a final reading and 전출 정산 (move-out settlement); do not wait for the ordinary monthly bill. Keep the final meter photo, receipt and service-ending confirmation, and check the automatic-payment cancellation arrangements.

If a monthly debit and final settlement overlap, ask the provider which amount remains due before paying again. If you already paid twice, provide both payment records and ask how the refund or adjustment will be handled. Do not assume it is immediate.

For a billing dispute, prepare: your account number, address, bill, dated meter photos and payment records. Ask the provider to explain the reading, any estimate, the tariff category and the correction. If an additional reading or meter check is needed, ask about the procedure and any cost before arranging it.
