You can bring some food into Korea, but personal use and sealed packaging do not establish that it is allowed. The Korea Customs Service lists agricultural and livestock products, processed goods and other foods among goods to declare. For a straightforward arrival, leave fresh fruit and meat souvenirs at home unless you have confirmed the requirements for your exact product before flying. Start with the ingredients, not the packaging
Incheon Airport lists meat, ham, sausage, jerky, canned meat, eggs and egg products, and dairy products such as milk, cheese and butter for declaration. Livestock products require an eligible exporting country, a quarantine certificate from that country and a successful inspection. Factory sealing does not replace those requirements: canned meat is explicitly on the declaration list. Official animal and plant quarantine guidance, checked 18 October 2026.
For plants, Incheon lists all fresh fruits and fruit-bearing vegetables as prohibited imports. Do not pack an apple, mango or similar fresh snack for after landing. Official plant quarantine guidance
For other foods, avoid making your own clearance decision from words such as “dried,” “instant,” “vegetarian” or “souvenir.” Read the full ingredients and identify any uncertain components. A mixed snack or meal deserves a product-specific answer, especially when the ingredient list is difficult to translate.
Carry-on or checked luggage?
Putting the same food into a checked suitcase does not answer whether it may be imported. This is a practical consequence of the entry requirements: decide whether the product is eligible before deciding where to pack it. Separately, confirm your airline and departure airport’s rules for carrying the food aboard.
The duty-free allowance is also a different question. Korea Customs says restricted goods must meet their clearance requirements regardless of the tax exemption threshold. A low price does not settle quarantine eligibility. Korea Customs passenger guide
How to check a product before you travel
- Photograph the unopened package, ingredient list and country-of-origin information. Write down the product name, quantity, departure country and any connections.
- Use the official Incheon quarantine page to identify the relevant APQA import enquiry number. Terminal 1: livestock products +82-32-740-2671; plants +82-32-740-2079. Terminal 2: livestock products +82-32-740-2007 or +82-32-740-2021; plants +82-32-740-2002 or +82-32-740-2020.
- Ask about that exact product and origin, whether it is eligible, and which quarantine certificate or other documentation is required. Allow time to obtain any required documents before departure.
- If you cannot establish that the item meets the requirements, remove it from both bags. For an essential dietary product, check early rather than depending on an airport decision.
What to do if food is still in your bag
Incheon’s arrival guidance tells travelers with items to declare to complete a customs declaration and use the “Goods to Declare” lane. You can fill out the paper form onboard or in the arrival hall; the airport also links to Korea’s official mobile declaration website. Official customs declaration guidance, checked 18 October 2026.
Tell the officer what you have and present the packaging and any required certificates. For animal or plant quarantine items, follow the quarantine officer’s inspection instructions. A declaration is the start of an assessment, not a promise that the product will be admitted. Do not assume surrendering an item guarantees exemption from penalties. Official quarantine guidance
Buy what you need after arrival
An easy alternative is to plan a supermarket stop after reaching your accommodation. LocalLens includes curated supermarket and market places with practical notes and map links. Use it to choose a shopping area; confirm opening hours, product availability and ingredients directly. It does not verify stock or allergy safety.
For the rest of your airport-to-hotel sequence, the Seoul Arrival Day Planner can help you organize the first day without adding a food-import decision at the border.
