A Korean checkout asks for a “personal customs clearance code.” You enter your Residence Card number, but the order still will not go through. The problem may be simple: the shop is asking for a different identifier, not another version of your immigration ID.
To get a Personal Customs Clearance Code (PCCC), apply through the Korea Customs Service’s official service and complete identity verification. If online verification is unavailable, Customs provides an in-person application route. For foreign shoppers importing e-commerce goods, KCS says a passport number or foreign registration number cannot replace the PCCC in the customs declaration. KCS: PCCC guidance for foreigners.
Checked on September 21, 2026. This guide covers personal online purchases shipped into Korea, not commercial imports or goods carried in your luggage. KCS announced pilot operation in August 2026; follow the current official portal instructions if a screen or service has changed.
First, check whether your order actually needs customs clearance
A Korean-language shopping site can sell both stock already in Korea and items shipped from overseas. Check the individual listing for 해외배송 (overseas shipping), 해외직구 (direct overseas purchase), or 구매대행 (purchasing-agent service). The website’s language alone does not tell you where the parcel starts its journey.
If you only need household basics while getting settled, choosing domestic-stock products can avoid an unnecessary overseas-order problem. Our Coupang Before Your ARC guide explains that shopping situation separately. A customs code will not, by itself, fix a declined bank card or a shopping account’s phone-verification requirement.
What changed in 2026?
Do not rely on an old tutorial that says to issue a code once and forget about it. Three changes matter when you order now.
- Delivery-postcode checks: KCS introduced stronger verification from February 2, 2026, initially covering people who issued a code or changed their information from November 21, 2025. For affected users, the delivery postcode must match an address registered with Customs, alongside the name and phone checks. KCS verification announcement.
- Expiry and renewal: the current rules provide a one-year validity framework, with renewal available within 30 days before or after expiry. Existing codes have transitional arrangements; KCS’s August announcement describes a 2027 birthday expiry for existing holders. Check your own displayed expiry date instead of calculating it from an old blog post. Government legal-information guide.
- A new portal and transaction verification: the e-commerce customs platform began pilot operation on August 28. KCS says new issuance or information changes from that date bring users into its one-time authentication-number system; existing holders enter when they renew. Numbers are sent by email or text. Recognized shopping platforms can use an approved identity-verification route instead. KCS August 24 announcement.
In practice, a checkout that worked earlier in the year may now ask for an extra verification step. That does not automatically mean your underlying code is wrong.
How to apply for a personal customs clearance code
1. Open the official service yourself
Start at the KCS E-Commerce Customs Clearance Portal. Its public menu includes these options:
- 개인통관고유부호 신규 발급: apply for a new code.
- 개인통관고유부호 조회/정보변경: retrieve an existing code or update its details.
- 개인통관고유부호 유효기간 갱신: renew validity.
If you have imported an online order before, try the lookup route first. Forgetting your code is not the same as needing to replace it. Older official guides also point to UNI-PASS’s personal-code service; follow any official onward guidance during the transition.
2. Prepare your identity and contact details
Have your Residence Card, your own phone, your current Korean delivery address and postcode, and an email account you can access beside you. Use your legal details, not the nickname on your shopping profile.
KCS’s issuance FAQ describes online verification using a phone registered in your own name or a joint certificate. Use a verification method actually offered on the live screen; having mobile data does not prove that a SIM is set up for Korean identity verification. KCS: verification methods and the in-person alternative.
If you are unsure how your line was registered, ask the carrier to check the account before repeatedly trying different name spellings. See Korea SIM for Residents: Residence Card, MVNO, and Verification for the phone side of the problem.
3. Complete verification and review the application
Select new issuance if you do not already have a code. Complete the official identity check, then fill in the requested information. Before submitting, compare your name, phone number, email, and delivery address against the documents and accounts you will actually use.
The steps here describe the application route, not a promise that every foreign applicant sees identical fields. If the service rejects your identity details, save the exact error message and stop guessing. Do not put a passport number into a foreign-registration-number field unless that particular screen explicitly asks for it.
4. Keep the code securely and check its status before ordering
The regular PCCC is a 13-character code beginning with P. Copy it from the official result, check its expiry/status, and keep it somewhere private. Avoid posting a screenshot containing it in a public group when asking for help.
There is also an O-starting, one-time customs code used through recognized shopping platforms. It is not a typo in your regular P code. KCS’s September 15 notice distinguishes the two and warns that the O code cannot be submitted on the old declaration forms. KCS: regular and one-time customs codes.
No Residence Card yet, or online verification will not work?
Do not assume that online failure means foreigners cannot apply. KCS’s foreign-applicant FAQ allows application after online verification or a visit to Customs with identity documents. Its general issuance FAQ describes submitting an application and an ID copy at a nearby customs office when online issuance is unavailable. Foreign-applicant FAQ; issuance and document FAQ.
Before travelling to an office, call and explain your situation: whether you have a Residence Card, whether you only hold a passport, and which verification step failed. Confirm which office handles the application, what originals and copies to bring, and whether advance application is needed. Official FAQ pages differ in how they describe passport remaining-validity requirements, so check that detail directly if applying with a passport.
A passport used to establish your identity for an application is different from a passport number entered as a substitute at an overseas-goods checkout. Do not confuse those two uses. If you are also still arranging immigration registration, our Korea Residence Card guide covers that separate process.
When something goes wrong: fix the right part
“My name or phone number cannot be verified”
Identify where the error appears. A failure inside the mobile carrier’s verification window needs a carrier-record check; a rejection after you submit customs details needs a Customs check. Ask the carrier how your name and identity document are recorded, especially if the line was opened before you received your Residence Card. Keep one screenshot with sensitive numbers covered and the exact error wording.
For a useful support request, say which service you opened, which verification method you selected, and whether an SMS arrived. “It doesn’t work” gives the adviser much less to investigate.
“The code is valid, but the shop says the information does not match”
Compare the actual recipient name, registered phone number, and delivery postcode with your Customs record. Check for a saved old phone number, an address from a previous apartment, or an English nickname in the recipient field. If sending the parcel to work, check that delivery address too. For users covered by the strengthened checks, correcting only the P code is not enough.
Update your own records accurately, then ask the seller or carrier which field failed. Do not change the recipient to a friend merely to make the checkout accept a borrowed code.
“I cannot find the one-time number, or the checkout has nowhere to enter it”
Check the email and phone recorded with Customs. The official portal also offers 인증번호 발급 메시지 확인 and 나의 메시지 for issued messages. Do not confuse a transaction authentication number with your permanent PCCC.
If the seller’s checkout cannot handle the required information, contact its support team before paying again. KCS’s September 16 notice specifically addresses marketplaces passing customs codes and authentication numbers through purchasing-agent orders. This can be a seller-integration problem, not something you can solve by repeatedly issuing a new code. KCS: marketplace cooperation notice.
“The parcel is already held at Customs”
Find the tracking number and ask the courier or its customs broker for the exact hold reason. For express shipments with a missing or incorrect code, KCS directs the recipient to the express carrier or its appointed broker to check and correct the declaration. Editing your shopping profile alone should not be treated as confirmation that an already-filed declaration was fixed. KCS: correcting a missing or incorrect PCCC.
Ask: “Is the problem my identity information, the verification number, the declaration format, or a document required for the goods?” Then request the correction deadline and confirmation when the information has been resubmitted. A code-related fix does not settle an unrelated product restriction or tax question.
Who to contact—and what to say
For application requirements and Customs guidance, call 125 in Korea. KCS lists telephone consultation hours as weekdays, 09:00–18:00, excluding public holidays. From overseas, its published number is +82-2-3438-5199. KCS contact information. Ask about English assistance rather than assuming every desk can provide it.
These short messages can help you explain the issue:
- 외국인인데 개인통관고유부호 발급 시 본인인증이 안 됩니다.
I am a foreigner, and identity verification is failing when I apply for a personal customs clearance code. - 여권만 있는데 방문 발급에 필요한 서류를 확인하고 싶습니다.
I only have a passport and would like to confirm the documents needed for an in-person application. - 통관정보 중 어떤 항목이 일치하지 않는지 알려 주세요.
Please tell me which item in my customs information does not match.
For an existing parcel, contact the carrier or broker through contact details you verify independently. An unexpected text asking for identity documents or payment deserves a check against the real order and tracking number before you open its link.
A short check before your next overseas order
- Is the product shipping from outside Korea?
- Is your own customs code active, with current contact and address details?
- Does the order use the correct recipient information and postcode?
- Have you completed any transaction-specific verification the checkout requires?
- Can you reach the seller and track the parcel if clearance stops?
Keep the official portal bookmarked. When an order fails, checking the code, the identity record, and the shipment separately is more useful than starting the entire application again.
