Can Foreigners Use Naver Booking? Phone Verification, Payment, and Workarounds

Short answer: Yes. A foreign visitor can now use NAVER Booking without a Korean mobile number by completing NAVER's passport-verification process. NAVER introduced this route on June 4, 2026, for foreign nationals with passports issued outside Korea.

That does not mean every listing will work. The business must use NAVER Booking, allow foreign customers, and—if advance payment is required—support the payment route shown for that product. Account verification, a merchant's booking settings, and card acceptance are three separate checks.

What changed in 2026

Older advice often says that NAVER reservations require a Korean mobile number. That used to describe a real barrier for short-term visitors, but it is now incomplete.

According to NAVER's June 9, 2026 announcement, foreign users with an overseas-issued passport can complete passport verification on a smartphone and use supported NAVER Map reservation, ordering, and payment services without a Korean mobile number. NAVER's help center says the passport check appears during an eligible reservation or order flow.

There is still a merchant-side limit. NAVER's business guidance says each business can allow or block foreign reservations. Overseas-card payment is supported for eligible foreign-customer bookings where the business has enabled the feature, but it is not a promise that every NAVER listing or every card will work.

What you need before you start

  • An individual NAVER account, not a group account
  • Your original, unexpired passport issued outside Korea
  • The same name and date of birth in your NAVER signup details and passport
  • A smartphone with camera permission enabled
  • A working data connection and a contact method you can check
  • A backup way to pay in case the product does not accept your card

NAVER says a passport cannot be used if it has already verified another NAVER ID. Its current business help also notes that a non-resident tourist should enter the foreign-customer flow with an account that has not already completed Korean real-name verification. If an older account repeatedly sends you to the wrong eligibility screen, account status—not the phone itself—may be the problem.

How to make a NAVER reservation

  1. Sign in to NAVER. Check that the account name and date of birth match your passport before beginning verification.
  2. Find the exact business or branch. Search in NAVER or NAVER Map and compare the Korean address. Different branches of the same brand can use different booking systems.
  3. Look for 예약, 예매, or 주문. If the button is absent, that listing is not offering the corresponding NAVER service.
  4. Select the product, date, time, and party size. Read the venue notes carefully. Some places restrict same-day reservations, require the full party, or set a cancellation deadline.
  5. Complete passport verification if prompted. Photograph the original passport directly, then follow the on-screen face-verification instructions.
  6. Review the payment method. The screen may require advance payment, allow payment at the venue, or create a reservation without collecting payment.
  7. Check the final status. Save a screenshot containing the branch, date, time, booking name, status, and cancellation terms.

Phone verification and passport verification are not the same thing

Several screens can ask for a number, which is why this process is easy to misunderstand.

  • Account signup: NAVER may send an SMS while you create or secure an account.
  • Identity and booking eligibility: An eligible foreign visitor can now use passport and face verification instead of Korean mobile identity verification.
  • Merchant contact: A salon, restaurant, clinic, or activity provider may still request a number so staff can contact you about the visit.

Receiving an SMS does not by itself mean that the account has passed the identity check required for a reservation. In the other direction, passing passport verification does not guarantee that a merchant can call an overseas number. Keep email and app notifications available, and read the contact field rather than entering a random Korean number.

How payment works

NAVER Booking is not one single checkout system. The payment arrangement belongs to the specific business and product.

  • Reservation only: NAVER records the booking, and the business handles payment separately.
  • Advance payment: You pay while booking through the option displayed on the checkout screen.
  • Payment at the venue: You reserve first and pay during the visit, sometimes through an Npay-linked process.
  • Foreign-issued card: This can be available for an eligible foreign reservation when the merchant has enabled foreign customers and overseas-card payment.

Do not treat the NAVER logo or the presence of a Reserve button as a guarantee that your particular foreign card will be accepted. Check the final payment screen. If the card fails, look for another payment method offered by the business or ask whether direct booking and payment on arrival are possible.

Do not leave while the status says 예약 확인중

예약 확인중 means the request is under review. It is not the same as 예약 확정, which means the reservation is confirmed.

This matters most for same-day plans. A submitted request may look complete because you selected a time and entered your details, but the business may still need to accept it. If the status remains pending close to your visit, use the contact information on the listing and ask whether the reservation has been confirmed.

If passport verification fails

Work through NAVER's published requirements before creating another account:

  1. Use the physical, original passport—not a screenshot, scan, or photocopy.
  2. Confirm that it is valid and was issued outside South Korea.
  3. Check that the passport has not already been used to verify a different NAVER ID.
  4. Make sure the account name and date of birth match the passport details.
  5. Allow camera access, place the passport flat, avoid glare, and use a well-lit space.
  6. For the face check, keep your full face inside the frame and follow the movement prompts.

If all six are correct and the check still fails, use the customer-center link on the verification screen. Do not send a passport image through an unofficial social-media account or to a person who claims they can verify the account for you.

If the business or payment route is the problem

Repeatedly trying the same screen will not change a merchant's settings. Move to the practical alternative that matches the failure:

  • No Reserve button: Check the venue's official website, social profile, or listed phone number.
  • Foreign-customer message appears: Try another branch or an official traveler-facing booking channel used by that venue.
  • Card rejected: Use another method shown by the merchant, or ask about paying at the venue.
  • Confirmation stays pending: Contact the business before traveling across the city.
  • Restaurant booking is the goal: Check whether the exact branch is on CATCHTABLE Global; reservation, remote waiting, and an on-site queue are different systems.

A traveler-facing platform is only a useful backup when it clearly names the exact venue or branch and shows the price, payment method, cancellation rule, and customer-support channel. Avoid unofficial resellers that hide those details.

Include the exact branch and service name when a business has several locations or offers several appointment types.

Changing or canceling a reservation

NAVER's help center says direct changes may be available only when the reservation was not paid—and is not due to be paid—through Npay, and only when the new time is still available. For an Npay-paid reservation or an Npay payment due at the venue, the change button is not provided; you may need to cancel and book again.

Read the merchant's cancellation fee before pressing the final cancel button. A newly opened time is not guaranteed to remain available while you rebook. For an Npay card refund, NAVER gives a typical processing time of three to five business days, although the issuing bank can affect when the credit appears.
