A higher water bill does not always mean you used more water. You may be looking at a longer billing period, a different meter reading, a sewerage-rate change, or a building's shared-charge calculation. Check those separately before deciding there is a leak.

This article concerns Seoul's water service. Other cities have their own tariffs, billing systems, and contacts.
Find out who actually receives the water bill
In some homes, a utility bill comes directly to the occupant. In an apartment building, the water charge may instead appear on the management-fee statement. Ask the management office whether the figure comes from your unit's meter, a building-level allocation, or a combination that includes common use.
If you pay through the building, do not independently pay a second utility notice until its customer number and billing arrangement have been explained. A bill addressed to a building or owner is not necessarily a second personal account you should create.
Read the period and volume before the amount
- 고객번호: the customer/account reference for enquiries.
- 사용기간: the usage or billing period.
- 사용량: the measured or billed volume.
- 상수도: the water-supply component.
- 하수도: the sewerage component.
- 납부기한: the payment deadline.
Compare two bills covering similar periods. Separate a change in cubic metres from a change in the rate. Check whether an unpaid balance or adjustment is included. If a reading seems implausible, photograph the accessible meter face without opening equipment and send the account details through the official enquiry channel.
A 2026 increase may be in sewerage, not water consumption
Seoul’s November 2025 notice sets out staged sewerage-rate changes from 2026 and separate family-reduction conditions. That makes the sewerage line worth checking even when usage is unchanged. Do not copy a past year's total per-ton estimate into a current budget, or assume a reduction is automatic for every foreign household.
The current official tariff table applies the increased sewerage rates to use from January 1, 2026. That application date differs from the notice’s November 10, 2025 publication date. Water-supply charges, sewerage and the water-use contribution are separate components. Match your bill to the right period and category; use the official billing center for the account enquiry. If an online eligibility application fails, establish whether the issue is identity verification, account ownership, or the program's conditions before repeatedly entering different personal details.
For a direct bill, the official internet-payment guide links to Seoul ETAX and bank payment routes. Use the reference on your actual bill, check the billed period and amount before paying, and keep the receipt. Then check the official payment and adjustment history or ask the responsible office to confirm receipt. Do not pay again merely because a status has not yet updated; if water is already collected through management fees, confirm the arrangement with management first.
When the number still does not make sense
Ask for a breakdown in writing: “Is this an actual or estimated reading? Which dates does it cover? Is any common-area water included? Has an earlier balance been carried forward?” For a shared building account, start with management; for a direct account, use the responsible water-supply office.
The official Seoul Water help-desk directory assigns offices by district and covers billing, leaks, and changes to account information. Use that directory rather than a payment link in an unexpected text.
If volume has genuinely risen without an explanation, arrange a separate leakage check. A bill dispute, repair request, and possible fee-reduction application are different matters. Save the original bill, your enquiry reference, and the response, then confirm how the undisputed balance should be handled before its deadline.

Sources and review date
Reviewed and updated November 1, 2026: linked the current tariff and January 1, 2026 sewerage-use application date, added official payment-status checks, and clarified the illustrative image. November 1 is the verification and edit date, not a new tariff’s effective date. For a time-sensitive application, booking, or safety issue, confirm the current conditions with the responsible provider.
