You hear heavy footsteps above you every night. A child runs across the floor at midnight. Music vibrates through the wall. Or a washing machine shakes the apartment at 1:00 AM.
In Korea, people often describe all of these problems as:
층간소음 — noise between apartment units.
But legally and administratively, they are not all treated the same way.
Korea's official floor-noise system focuses mainly on two categories:
- Direct impact noise — sounds created by activities such as running or walking
- Airborne noise — sounds from TVs, speakers, and similar audio equipment
Other problems—such as plumbing noise, barking dogs, renovation work, air-conditioner equipment, shouting, or outside construction—may need a different complaint route.
The safest approach is therefore:
Identify the type of noise → document the pattern → contact apartment management → use the appropriate mediation service if it continues.
Last checked: October 3, 2026. Apartment rules, local mediation services, and building procedures can differ. This guide explains the current national system and common practical routes but does not replace individualized legal advice.
Image criteria clarification — October 21, 2026 (KST): This simplified illustration shows apartment criteria, not a stand-alone test for every building or one loud bang. The 57 dB(A) daytime / 52 dB(A) nighttime maximum direct-impact limits count as exceeded only when the maximum level exceeds the applicable limit at least three times in one hour. Qualifying housing has a separate +2 dB(A) direct-impact adjustment from January 1, 2025. Residential officetel and multi-household-housing service results are for reference; the apartment thresholds do not become statutory limits for those buildings. See the Neighbor Center criteria FAQ and measurement criteria and adjustments. The current rule took effect January 2, 2023; these conditions were rechecked October 21, 2026. The original image has not been replaced and must be read with these qualifications.
Quick answer: what should you do about a noisy neighbor in Korea?
For a normal apartment noise dispute:
- Write down when and how often the noise happens.
- Check whether it is legally classified as 층간소음.
- Contact the apartment management office first.
- Ask management to contact the other household.
- If the problem continues, contact the Floor Noise Neighbor Center.
- Use its consultation, mediation, and measurement process if eligible.
- If mediation still fails, consider formal dispute mediation.
If the situation involves:
- Threats
- Violence
- A serious fight
- Immediate danger
it is no longer simply a normal noise complaint.
Call 112 when immediate police assistance is necessary.
What exactly counts as 층간소음?
Korea's current official rules define floor/inter-unit noise as noise caused by the activities of residents or users in multi-unit housing that causes harm or disturbance to another resident.
The official categories are:
1. 직접충격 소음 — direct impact noise
Noise caused by actions such as:
- Running
- Walking heavily
- Other physical impacts transmitted through the building structure
Typical complaints can involve:
- Children running
- Repeated footsteps
- Impact from moving furniture
- Objects hitting the floor
2. 공기전달 소음 — airborne noise
Noise transmitted through the air from equipment such as:
- Television
- Speakers
- Audio equipment
- Loud music
These are the main noise categories handled by Korea's official floor-noise mediation system.
Noise from the apartment next door can count too
Do not take the Korean word 층간소음 too literally.
Korea's current Apartment Housing Management Act explicitly includes noise between:
- Upper and lower units
- Adjacent units
- Even diagonally positioned units
So the noise does not necessarily need to come from the apartment directly above you.
What does NOT count as official 층간소음?
This is where many complaints get sent to the wrong place.
The Korea Environment Corporation's Floor Noise Neighbor Center specifically says several types of noise are outside its official service scope.
Water and drainage noise
Noise caused by water supply or drainage from areas such as:
- Bathroom
- Toilet
- Utility room
is explicitly excluded from the legal 층간소음 definition.
Mechanical noise
The official center generally does not treat normal machinery noise as 층간소음.
Examples include:
- Boiler
- Refrigerator
- Air conditioner or outdoor AC unit
- Washing machine
- Dryer
- Exercise equipment
- Vacuum cleaner
- Massage machine
There can be a distinction where the use of equipment itself produces a direct friction, impact, or striking noise, but ordinary machine vibration/noise is not automatically within the center's 층간소음 service.
Pet noise
Dog barking or other animal activity is not part of the center's normal 층간소음 mediation category.
For animal-related noise:
start with your building's management rules and management office.
Interior renovation noise
Drilling, hammering, flooring work, and other renovation/construction noise inside another unit are also outside the Floor Noise Neighbor Center's normal service scope.
Contact:
- Management office
- Landlord where relevant
- Local government if another noise-control rule applies
People shouting or fighting
Human voices such as:
- Arguments
- Shouting
- Loud verbal disturbance
are not treated by the Neighbor Center as normal 층간소음.
If it becomes a serious disturbance or police issue, contact the police.
Other excluded examples
The official center also lists examples such as:
- Snoring
- Road traffic
- External construction-site noise
- Unknown-source noise
- Odors such as tobacco smoke or food smells
These need other complaint routes depending on the actual source.
First practical step: do not immediately confront the neighbor
You technically can speak to a neighbor.
But a direct confrontation at 1:00 AM while both sides are angry can make a manageable noise problem much worse.
For an apartment with a management office, the safer first route is often:
관리사무소 — apartment management office.
You can say:
층간소음 때문에 상담하고 싶어요.
I would like to ask for help with a noise problem between units.
or:
위층에서 밤에 계속 뛰는 소리가 나요.
I keep hearing running sounds from upstairs at night.
What can the management office actually do?
Korean law gives the apartment management body an official role.
If a resident reports floor-noise damage, the resident can ask management to:
- Inform the household causing the noise
- Recommend that the noise stop
- Recommend noise-reduction measures
The Apartment Housing Management Act also allows the management body to conduct necessary investigation to verify the circumstances.
The household believed to be causing the noise is expected to cooperate with the management body's measures and recommendations.
Large apartment? Ask whether there is a 층간소음관리위원회
Korea now has:
층간소음관리위원회 — Floor Noise Management Committee.
The committee can handle tasks such as:
- Hearing noise complaints
- Checking the circumstances
- Mediating disputes
- Educating residents about noise prevention
Under the current rules:
qualifying mandatory-management apartment complexes with 700 or more households must establish a Floor Noise Management Committee.
Sources: Apartment Housing Management Act, Article 20(7) and Enforcement Decree, Article 21-2. These require the committee in mandatory-management apartment complexes at the 700-household threshold; they do not impose it on every building with noisy neighbors. Current versions effective July 1, 2026; these provisions checked October 18, 2026.
Smaller complexes can also create one voluntarily according to their management rules.
If you live in a large Korean apartment complex, ask:
층간소음관리위원회가 있나요?
Does this apartment have a Floor Noise Management Committee?
Keep a simple noise diary
Before escalating the complaint, start documenting the pattern.
Write down:
- Date
- Start time
- End time
- Type of noise
- Where you heard it
- How often it repeated
For example:
October 1 — 23:20–00:05 — repeated running/impact sounds from ceiling.
October 2 — 22:40–23:15 — heavy footsteps and furniture dragging.
October 3 — 00:10–00:30 — repeated impacts.
This is more useful than saying:
“Upstairs is always noisy.”
Recordings can help describe the problem—but they are not the same as official measurement
You can keep audio/video recordings made from inside your own residence to help show:
- Pattern
- Timing
- Type of noise
However:
Do not assume a smartphone decibel app proves that the legal noise limit was exceeded.
The official standard uses defined measurement methods and time periods.
If formal noise measurement becomes necessary, use the professional process provided by the relevant agency.
What are Korea's official floor-noise limits?
Read the illustration with the full criteria below: its maximum-value panel omits the three-exceedances-in-one-hour condition. Apply the relevant building category, measurement method and any qualifying adjustment together; a single smartphone reading or isolated bang does not establish a statutory exceedance. The official FAQ distinguishes apartment criteria from the reference-only results for residential officetels and multi-household housing (checked October 21, 2026).
These are apartment floor-noise criteria. Maximum-level exceedance requires at least three exceedances in one hour. See Neighbor Center FAQ Q6, which cites the rules amended January 2, 2023; criteria and measurement periods checked October 18, 2026.
Daytime: 06:00–22:00
Nighttime: 22:00–06:00
Direct impact noise
1-minute equivalent noise level:
- Day: 39 dB(A)
- Night: 34 dB(A)
Maximum noise level:
- Day: 57 dB(A)
- Night: 52 dB(A)
Airborne noise
5-minute equivalent noise level:
- Day: 45 dB(A)
- Night: 40 dB(A)
There is a special adjustment for certain older apartment buildings.
A special direct-impact adjustment applies to the apartment category identified in the rule: apartments constructed under a Building Act Article 11 building permit, or under Housing Act Article 15 project approval received before June 30, 2005. The adjustment is +2 dB(A) from January 1, 2025; it was +5 dB(A) through December 31, 2024. The cutoff does not qualify every apartment merely because it is old. Ask the measurement service which category covers your building. Neighbor Center criteria FAQ; checked October 9, 2026.
You do not normally need to calculate this yourself when using an official measurement service.
One loud bang does not automatically prove a legal violation
The standards use specific measurement methods.
For example:
- Direct impact equivalent noise is evaluated over one-minute periods.
- Airborne noise is evaluated over five-minute periods.
- Maximum direct-impact noise uses separate criteria.
For maximum noise, the current rules consider the standard exceeded when the maximum level is exceeded at least three times in an hour.
This is another reason smartphone measurements should be treated as personal evidence of the pattern rather than a substitute for official testing.
If management cannot solve it: 층간소음 이웃사이센터
Korea operates a national mediation service:
층간소음 이웃사이센터 — Floor Noise Neighbor Center.
It is operated through the Korea Environment Corporation system to help resolve noise disputes between residents.
The national call-center number is:
1661-2642
Current operating hours:
Weekdays 09:00–18:00
Lunch break: 12:00–13:00
The center provides:
- Telephone consultation
- Mediation guidance
- On-site consultation
- Noise measurement in eligible unresolved cases
You can apply online too
You can request consultation (층간소음 상담신청) online. Measurement is a later stage: complete on-site consultation and submit a measurement request first. Once the center accepts that request, obtain the receipt number from the call center to use the online measurement scheduling page. That page is not the initial application for an unreviewed noise dispute (checked October 21, 2026).
The center is designed primarily as a:
mediation service.
Its purpose is to reduce conflict and help the households reach a workable solution.
It is not a police department and does not simply issue fines because you submit a complaint.
How the Neighbor Center process works when your apartment has management
This is important because contacting the center does not necessarily mean an official comes to your home immediately.
For an apartment with a management office, the current process is broadly:
1. Consultation request
↓
2. Management office is asked to mediate first
↓
3. If conflict continues, management submits its mediation result
↓
4. Neighbor Center arranges an on-site consultation
↓
5. If the dispute still continues, the receiving household can request professional noise measurement
This is why:
management office first
is not merely etiquette.
It is built into the official mediation structure for managed apartment complexes.
What if there is no management office?
For eligible housing without a management body, the Neighbor Center can contact the other household and request participation in mediation.
The exact procedure depends on whether the other household agrees to participate.
If the noise source cannot be identified at all, mediation can be difficult because there is no specific household with which the center can conduct mediation.
Officetels and 다가구 housing: a separate nationwide service
Neighbor Center FAQ Q12 dates nationwide service for 다가구주택 (multi-household housing) and 주거용 오피스텔 (residential officetels) to April 2026.
Q12 says these non-apartment buildings have no statutory floor-noise criteria; analysis results are for reference. The apartment dB thresholds above do not become a legal test for an officetel.
For eligible consultation and measurement, call 1661-2642, weekdays 09:00–18:00 excluding 12:00–13:00. Describe your building and noise source. Q12 checked October 18, 2026; its current service coverage is broader than older wording elsewhere in the FAQ.
Noise measurement does not happen first
Request measurement within 30 days after the on-site consultation, using the email or fax shown in the official FAQ Q5. For the same applicant/other-household pair, on-site consultation and measurement are provided once, including when the two households exchange roles; the FAQ notes a measurement exception where the receiving household is different. Confirm the applicable process with the center (checked October 21, 2026).
Some people call the Neighbor Center and say:
“Please come measure the noise tomorrow.”
The current process normally uses:
consultation → on-site mediation → measurement
in that order.
If on-site mediation fails, the affected household can request noise measurement.
How long does official measurement take?
The current Neighbor Center guidance states that official noise measurement can run:
for at least one hour and up to 24 hours.
To improve measurement accuracy, the receiving household must avoid creating its own internal noise during the measurement period.
The center requires internal noise sources and occupants to be absent during measurement so the receiving household’s own noise does not affect the results. Its measurement-scheduling instructions also require the home to be empty, including pets.
Follow the center's instructions for your specific appointment.
What happens after the measurement?
The center provides the measurement results and can continue mediation based on the findings.
If the conflict is still unresolved, formal dispute-mediation routes are available.
Korea's Apartment Housing Management Act specifically allows residents to apply to:
- 공동주택관리 분쟁조정위원회 — Apartment Housing Management Dispute Mediation Committee
- 환경분쟁조정위원회 — Environmental Dispute Mediation Committee
when noise continues despite management or Floor Noise Management Committee intervention.
Environmental dispute mediation
The Ministry of Environment's environmental dispute system specifically accepts:
층간소음 — inter-floor/inter-unit noise
as a category of environmental damage disputes.
This is a more formal stage than simply calling the management office or Neighbor Center.
Depending on the case, dispute mediation can address issues including:
- Whether noise damage occurred
- Mediation between the parties
- Compensation claims where appropriate
Do not assume that filing automatically guarantees compensation.
The evidence and facts of the case matter.
What if the noise is a barking dog?
This is not normally handled by the Neighbor Center as legal 층간소음.
Start with:
management office + apartment management rules.
Keep a record of:
- Dates
- Times
- Duration
- Frequency
Ask management to contact the relevant household.
What if the problem is a washing machine or dryer at night?
Ordinary mechanical noise from a washing machine or dryer is generally outside the Neighbor Center's official 층간소음 scope.
Start with:
- Management office
- Building rules
If the machine is causing repeated physical impact or striking noise against the floor, describe exactly what you are hearing rather than simply saying:
“washing-machine noise.”
What if the problem is renovation work?
Renovation noise is also outside the Neighbor Center's standard floor-noise category.
In an apartment:
contact the management office.
Many complexes have rules covering:
- Permitted renovation hours
- Resident notification
- Elevator use
- Construction periods
If the noise comes from a major construction site outside your apartment complex, contact the relevant local government department responsible for construction/noise complaints.
What if your neighbor is shouting or fighting?
A normal argument heard through the wall is not part of the Neighbor Center's official floor-noise service.
If it is simply occasional loud conversation:
management can be a reasonable first step.
If there is:
- Threatening behavior
- Violence
- Continuous serious disturbance
- Concern for someone's immediate safety
contact the police.
112 is Korea's police emergency number.
Do not retaliate with noise
Common retaliation ideas include:
- Banging the ceiling
- Playing loud music
- Using speakers against the wall
- Repeatedly knocking on the neighbor's door late at night
These methods can escalate the dispute and create a new complaint about your own behavior.
Document the problem and use management/mediation channels instead.
Your landlord can be useful too
If you rent the apartment and the noise is persistent, tell your landlord.
The landlord may already know:
- The neighboring owner
- Building management
- Previous complaints
- Whether the problem existed before you moved in
Keep the complaint in writing when possible.
For example:
밤 11시 이후 위층에서 반복적으로 뛰는 소리가 발생하고 있습니다. 관리사무소에도 민원을 접수했습니다.
Repeated running noise has been occurring from the upstairs unit after 11 PM. I have also reported it to the management office.
A practical example: footsteps and running every night
You live on the 12th floor.
From 11:00 PM to midnight, you repeatedly hear heavy running and impacts from above.
Do this:
- Keep a noise diary for several days.
- Record samples from inside your unit if useful.
- Contact management.
- Ask management to contact the suspected household.
- If it continues, contact 1661-2642.
- Apply for Neighbor Center consultation if necessary.
- Proceed through on-site mediation.
- If still unresolved, request official measurement when eligible.
This is a classic direct-impact 층간소음 case.
Another example: neighbor's TV is loud until 2 AM
A television or audio system can fall under:
공기전달 소음 — airborne noise.
Again:
- Record date/time and duration.
- Ask management to mediate.
- Use the Neighbor Center if it continues.
The nighttime legal threshold is stricter than during the daytime.
Another example: dog barking in the next apartment
The barking is persistent but there are no running or TV/audio issues.
This is not normally an official Neighbor Center 층간소음 case.
Use:
management office + apartment management rules.
Do not spend weeks waiting for the wrong national service to solve a category it does not handle.
Another example: officetel footsteps in 2026
You live in a residential officetel and hear repeated running/impact noise.
Older internet advice may say:
“The national Neighbor Center does not handle officetels.”
That advice can now be outdated.
The current dedicated service page lists nationwide coverage for residential officetels and multi-household housing (다가구주택). Use that service page or call 1661-2642 to confirm eligibility, because an older FAQ still contains narrower coverage wording. Current non-apartment service guidance; checked October 9, 2026.
Call 1661-2642 and describe your building type and noise source.
Seoul residents have an additional service
Seoul operates its own:
층간소음 상담실 — Floor Noise Counseling Center.
Current contact:
02-2133-7298
Current hours:
Weekdays 09:00–17:00
Lunch break: 12:00–13:00
The Seoul service provides:
- Telephone consultation
- Online consultation
- In-person consultation at the counseling office
Confirm measurement or referral with the counselor. Seoul Floor Noise Counseling Center; checked October 9, 2026.
Outside Seoul, check whether your local government operates an additional neighborhood or floor-noise mediation service.

Editorial note: This guide was checked against official Korean environmental, housing-management, statutory, and Seoul Metropolitan Government information on October 3, 2026. The Floor Noise Neighbor Center handles defined direct-impact and airborne noise; other neighbor noise can require management, local government, police, or another dispute-resolution service depending on the source.
Editorial update — October 21, 2026 (KST): Added qualifications beside the existing illustration and beside the full noise criteria: maximum direct-impact exceedance frequency, eligible-building adjustments and the different scope of non-apartment consultation. Rechecked those conditions against the official Neighbor Center guidance; this update does not newly certify every local service or legal route. The illustration itself remains unchanged.
Procedure clarification — October 21, 2026 (KST): Distinguished initial consultation, a measurement request and receipt-number-based online scheduling; added the 30-day request period and the same-household-pair service limit and exception; clarified the requirement to keep occupants, pets and internal noise sources out during measurement. These points were checked against the center’s current FAQ and scheduling instructions.
