Changing your Korean phone number sounds simple until your bank sends a verification code to the old number, PASS stops working, and your apartment delivery code goes to someone else's phone.
In Korea, a mobile number is more than a contact number.
It can be connected to:
- Your mobile identity verification
- PASS
- Banking
- Payment apps
- Government services
- Cash receipts
- Shopping and delivery
- Account recovery
- Utility notifications
That is why changing a Korean phone number should be treated as a small account-migration project rather than a single telecom change.
The safest order is: mobile carrier → PASS/authentication → banks → government/tax → payment apps → shopping/delivery → utilities and other accounts.
Last checked: October 3, 2026. Bank menus, app settings, identity-verification procedures, and customer-service requirements change frequently. This guide focuses on the safest overall process rather than assuming every service uses the same update screen.
Image scope: the PASS reissue step applies only if you use a PASS Certificate and remain eligible for issuance. Phone identity verification and PASS Certificate issuance are separate; changing your number does not make certificate enrollment mandatory. Follow the current PASS number- and carrier-change FAQ.
First: are you changing the number or only changing the carrier?
This distinction matters more than it sounds.
번호변경 — changing the actual phone number
Example:
010-1234-5678 → 010-9876-5432
If the digits change, you need to review almost every important Korean account connected to the old number.
번호이동 — changing the mobile carrier but keeping the same number
Example:
SKT → KT, but you keep 010-1234-5678.
In this case, most services still have the correct contact number.
However, some authentication systems linked to the telecom carrier may need to be set up again.
PASS is an important example.
If you already hold a PASS Certificate, the official FAQ says that changing your phone number makes that certificate unusable. Reissue it if you still use it and meet the current issuance requirements.
Source: PASS number-change FAQ; checked October 9, 2026.
If you already use a PASS Certificate and remain eligible for issuance, the FAQ directs you to the new carrier's PASS app for a new certificate after changing carriers.

The safest rule: do not rely on automatic updates
Korean services do not share one universal customer database.
Changing your number at:
KT, SKT, or LG U+
does not automatically mean that:
your bank
knows the new number.
And changing the bank number does not automatically update:
Government24, Hometax, Naver, Coupang, your apartment locker, or your employer.
Treat each important account as a separate system.
Before changing your number: make a short account list
Before the old number stops working, check where it is currently used.
Start with:
- Primary bank
- Credit-card companies
- PASS
- Government24
- Hometax / Sontax
- Naver / Npay
- Kakao / KakaoPay
- Coupang
- Delivery apps
- Apartment management system
- Utilities
- Employer / HR
- Insurance
- Any two-factor-authentication accounts
This is especially useful if you are changing from a temporary prepaid SIM to a normal long-term Korean plan.
Step 1: make sure the new Korean number is correctly registered in your own name
This is the foundation.
A phone that can make calls and receive text messages is not necessarily enough for Korean online identity verification.
Your mobile subscription information needs to match your Korean identity record.
For foreign residents, that usually means the carrier should have the correct:
- Name
- Foreign Resident Registration Number
- Date of birth
- Subscriber information
If those records do not match, services that use:
휴대폰 본인인증 — mobile identity verification
may fail.
Official Naver guidance, for example, says mobile verification requires the account holder and phone subscriber to match and notes that virtual numbers cannot be used for normal mobile identity verification.
If your new number repeatedly fails on several unrelated Korean websites, check the telecom identity record before blaming every individual app.
Useful question at the telecom store
외국인등록정보와 휴대폰 명의가 정확히 등록되어 있는지 확인해 주세요.
Please check that my foreign resident information and mobile subscriber information are registered correctly.
Also ask:
휴대폰 본인인증이 정상적으로 가능한 번호인가요?
Can this number be used normally for mobile identity verification?
Step 2: check mobile identity verification and any PASS Certificate you use
First test normal mobile identity verification with your new number. A working PASS app or a successful phone identity check does not, by itself, mean that a PASS Certificate has been issued.
If you already use a PASS Certificate and remain eligible for issuance, reissue it before relying on certificate authentication. If the carrier changed, follow the new carrier's PASS app instructions; if only the number changed, use the current certificate-reissuance route.
If you do not use a PASS Certificate, changing your number does not make enrolling for one a required step. Check the authentication method supported by the service you actually need.
Do not confuse PASS identity verification with the PASS Certificate
These are closely related but not identical.
PASS 본인인증
verifies your identity through the mobile carrier.
PASS 인증서
is an electronic-signature certificate that can be used by participating government and financial services.
After changing your phone number, check the authentication methods you actually use:
- Normal mobile identity verification
- PASS Certificate authentication, if you use that certificate and remain eligible for issuance

Korean Digital Certificates for Foreigners: 공동인증서, 금융인증서, and PASS Explained
What about 공동인증서 and 금융인증서?
Do not immediately delete them just because your phone number changed.
They are separate certificate systems.
For a 공동인증서 stored on your device, check the issuing bank’s current certificate-management instructions before deleting or reissuing it after a phone-number change. Updating a service’s contact number and checking the certificate are separate steps.
A 금융인증서 is stored in the financial authentication cloud.
However, you may need the new phone number when:
- Reissuing a certificate
- Registering a new device
- Completing bank identity verification
- Recovering access
So first update your banking customer information, then test the certificates you actually use.
Step 3: update every Korean bank separately
This is one of the most important steps.
Your Korean bank may use your registered phone number for:
- Transaction notifications
- Security alerts
- ARS authentication
- Account recovery
- Certificate issuance
- High-risk transaction verification
Changing your number at one bank does not update another bank.
If you use three banks, check all three.
Can you change the number in the banking app?
Often, yes—but not always.
Depending on the bank and your customer profile, contact information may be editable through:
- Mobile banking app
- Internet banking
- Customer center
- Bank branch
Foreign residents can sometimes face an additional problem:
The bank may allow a Korean citizen to update information completely online while requiring a foreign resident to complete additional identity verification or visit a branch.
If online updating fails, call the bank before making a trip and ask what ID is required.
A branch may ask you to bring:
- Residence Card
- Passport in some situations
- Your new Korean phone
Ask the bank to check more than the notification number
Do not ask only:
“Can you change the SMS number?”
Ask whether the new number has been updated in your:
고객정보 — customer information.
A useful phrase is:
고객정보에 등록된 휴대폰번호를 새 번호로 변경하고 싶어요.
I would like to change the mobile number registered in my customer information.
Then ask:
본인인증이나 인터넷뱅킹에도 새 번호가 적용되나요?
Will the new number also be used for identity verification and internet banking?
Update your credit-card companies too
Your credit card may be issued by a bank, but that does not mean you should assume the card company's records are already correct.
Check:
- Card app profile
- Payment alerts
- Online-payment verification
- ARS verification
This is particularly important if your Korean card is used for:
- Subscription payments
- Online purchases
- Utility bills
- Transport services
Step 4: Government24
If you use Government24, update the phone number stored in your member information.
Open the current Government24 website, sign in, and look for member/profile information or contact settings. Its public entry now redirects to plus.gov.kr; menu labels can change. Confirm the saved number in your signed-in profile. Government24 current entry; checked October 9, 2026.
After changing the number, also test the authentication method you normally use.
If you use:
- PASS
- Another simple authentication provider
- Financial Certificate
- Joint Certificate
the authentication system may have its own update or re-registration requirement.

How to Use Government24 in Korea as a Foreigner: Login, Certificates, and Common Problems
Government24 phone number and government records are not one universal database
This distinction is important.
Changing your Government24 member-profile number changes the contact information used by the Government24 account.
It does not mean every Korean government agency has automatically replaced every phone number it may have stored for you.
If a specific government service has its own account or contact record, check that service too.
Step 5: Hometax and cash receipts
This one is easy to miss.
If you use your Korean mobile number when a shop asks:
현금영수증 하세요?
your phone number is acting as your cash-receipt issuance identifier.
The National Tax Service says the number can be registered or changed through:
Hometax → 계산서·영수증·카드 → 현금영수증(근로자·소비자) → 소비자 발급수단·전용카드 → 현금영수증 발급용 휴대전화번호/카드관리
Source: NTS cash-receipt FAQ, published November 11, 2020; checked October 9, 2026.
Update this when your Korean number changes.
Otherwise you may keep giving stores your new number while Hometax still expects the old one.
A useful Hometax feature: previous cash receipts can be linked later
National Tax Service guidance states that when a phone number used for cash receipts was not registered, registering the issuance method can allow previous transactions to be attributed to the user.
The NTS guidance says this can include up to 36 months of earlier usage records for the registered issuance method.
So if you forgot to change your number immediately, fix it rather than assuming every transaction is permanently lost.

Step 6: Naver and Npay
Start by checking the phone number attached to your Naver account and account-recovery methods.
Then check Npay separately if you use it.
Npay uses mobile identity verification for important security functions.
Npay’s help explains that a payment password uses own-name mobile identity verification. Follow the current verification flow for your account; a working Naver login does not automatically update Npay. Npay payment-password help; checked October 9, 2026.
So after a number change, test:
- Naver login recovery
- Npay password
- Payment verification
- Account/security alerts
Do not wait until you are standing at a checkout trying to pay.
Naver identity verification can fail if phone ownership does not match
Official Naver guidance states that mobile identity authentication requires the phone subscriber and account user to match.
So if your new number is:
- Under another person's name
- A virtual number
- Not properly connected to your identity information
some Naver verification functions can fail.
Step 7: Kakao and KakaoPay
Check your Kakao account profile after changing numbers.
This is especially important if you use:
- KakaoTalk
- KakaoPay
- Kakao T
- Kakao-based login on other websites
Your Kakao account and your phone's KakaoTalk activation are connected but should not be treated as the same thing as every Kakao financial service.
After a number change:
- Confirm the Kakao account still uses your correct recovery information.
- Recheck KakaoPay identity verification.
- Check payment and bank-account connections.
- Check Kakao T if it is used for driver contact.
If a payment feature asks for renewed identity verification, complete it using your new number.
Step 8: Coupang and shopping apps
Changing the account phone number is important, but also check:
the delivery address contact number.
These can be separate fields.
You might update your account profile and still have:
010-OLD-NUMBER
saved inside one of your delivery addresses.
That can create problems with:
- Courier calls
- Delivery messages
- Door-entry coordination
- Parcel-locker passwords
Check each frequently used address.
Related AllThingsK8282 guide:

Delivery apps need attention too
Check apps such as:
- Baemin
- Coupang Eats
- Yogiyo
- Other local delivery services
Your number can be used when:
- The restaurant needs to contact you
- The rider cannot find the building
- Delivery instructions are unclear
Also check saved delivery-address profiles rather than only the main account page.
Step 9: apartment management and parcel lockers
If your apartment or officetel has:
- Resident app
- Visitor-access system
- Parking app
- Parcel locker
- Electronic voting/community app
tell the management office your number changed.
This is especially important for parcel lockers.
If the old resident system still contains your previous number, the locker code may continue going to that number.
Say:
휴대폰 번호가 바뀌어서 관리사무소 등록번호를 변경하고 싶어요.
My phone number changed, so I would like to update the number registered with the management office.
Step 10: utilities
Check services that send bills or move-related notifications to your phone.
These can include:
- City gas
- Electricity
- Water where separately billed
- Internet
- Mobile carrier
- Rental appliances
Your account may continue billing correctly even with the old phone number.
But you could miss:
- Meter-reading reminders
- Bill notifications
- Automatic-payment problems
- Move appointment messages

Step 11: employer and HR
If you work in Korea, send the new number to HR.
Your employer may use it for:
- Emergency contact
- Payroll communication
- Company authentication
- Benefits
- Insurance administration
- Employment documents
Do not assume changing your number in a company messenger app automatically updates HR's official employee record.
Step 12: health insurance and pension notifications
If you receive messages from the National Health Insurance Service or National Pension Service, check whether the contact information they use is still current.
This is particularly useful if you are:
- Changing employers
- Leaving Korea
- Waiting for pension or insurance communication
If you cannot confirm the number through the relevant website or app, contact the agency directly.
For immigration questions, 1345 can also help foreign residents understand which immigration-related information actually needs formal reporting.
Do you have to report a simple phone-number change to Immigration?
Do not confuse a phone-number update with:
- Change of residence
- Change of workplace where reporting is required
- Passport-information change
- Change of status of stay
Those are formal immigration matters.
A mobile-number change may instead affect contact information attached to an application or online account.
If you have a pending immigration application, appointment, or case where the old number is the contact method, contact 1345 and ask how to update that particular record.
Do not assume HiKorea and Government24 sync automatically
They are separate government systems serving different purposes.
Changing the number in your Government24 membership profile should not be treated as proof that every immigration-related account or application was also updated.
If you actively use HiKorea, check your account information there too.
Mobile Residence Card: check it after the number change
If you use Korea's Mobile Residence Card, open the Mobile ID service and confirm that the credential still works normally after your telecom change.
Mobile identity systems depend on secure verification of the device and user.
If you changed:
- Phone number
- Carrier
- SIM
- Phone device
and the Mobile Residence Card stops working, use the official Mobile ID reissuance/support process rather than assuming the physical Residence Card itself has become invalid.

Old phone numbers are a security issue too
Do not leave the old number as:
- Password-recovery number
- Bank notification number
- Payment verification number
- Two-factor authentication number
after it no longer belongs to you.
Mobile numbers can eventually be reassigned.
The person who receives the number later should not be receiving:
- Your courier calls
- Your authentication messages
- Your account-recovery codes
- Your financial notifications
This is why the update should be completed promptly rather than “the next time I use the app.”
Keep your old phone active until the migration is finished—when possible
If your situation allows an overlap, keeping access to the old number temporarily can make the transition easier.
You may need it to:
- Verify an account before changing the number
- Receive an account-recovery SMS
- Confirm a banking change
However, if you are performing a normal Korean telecom number change, the old number may stop working immediately.
That is why it is better to prepare your account list before visiting the telecom store.
A practical example: temporary SIM → long-term Korean number
You arrive in Korea and initially use a prepaid SIM.
Later you receive your Residence Card and open a normal mobile plan in your own name.
Your number changes.
A sensible order is:
- Confirm the new telecom identity record.
- Test mobile identity verification and check any PASS Certificate you already use and can reissue.
- Update your bank.
- Update credit cards.
- Update Government24.
- Update Hometax cash-receipt number.
- Update Naver/Npay.
- Update Kakao/KakaoPay.
- Update Coupang and delivery addresses.
- Update apartment management and parcel lockers.
- Update utilities and employer records.
That is much safer than discovering one account at a time over the next six months.
Another example: SKT → KT, same number
You use number portability.
Your phone number itself remains unchanged.
You normally do not need to change that number inside every shopping and delivery account.
But PASS needs attention.
For someone who already uses a PASS Certificate and remains eligible for issuance, the official FAQ directs reissuance through the new carrier's authentication app.
So test:
- PASS
- Bank identity verification
- Government simple authentication
after the carrier transfer finishes.
Another example: the bank still sends SMS to your old number
You changed your number in the banking app but one security message still goes to the old number.
Do not assume the change fully updated every banking profile.
Contact the bank and say:
휴대폰 번호를 변경했는데 아직 예전 번호로 문자가 갑니다. 고객정보 전체를 확인해 주세요.
I changed my phone number, but messages are still going to my old number. Please check all of my customer information.
Another example: PASS works but Naver verification fails
This can happen because services do not all check identity in exactly the same way.
Check:
- Naver account real-name information
- Phone subscriber name
- Foreign resident name spelling
- Whether the service accepts your verification method
A working PASS app does not guarantee that every separate website has correctly matched your account profile.
Common problem: your English name is registered differently
This is especially important for foreigners with:
- Middle names
- Long given names
- Spaces
- Hyphens
Your telecom carrier might have:
JOHN MICHAEL SMITH
while another service has:
JOHN SMITH
or:
SMITH JOHN MICHAEL.
If mobile identity verification fails after a number change, ask the service which name format is stored and compare it with your telecom identity record.
Common problem: verification text never arrives
Check:
- Spam blocking
- Blocked short numbers
- PASS notification instead of SMS
- Correct carrier selected
- Correct phone number format
- Whether you entered a virtual/two-number service instead of the main mobile number
Naver's current official verification guidance specifically warns that SMS can be blocked by device or telecom spam filters and that some authentication requests may be delivered through PASS instead.
Do a test before assuming the migration is complete
After updating everything, test five things:
1. Bank login or low-risk authentication
2. PASS Certificate, if you use one and remain eligible for issuance
3. Government24 login
4. Hometax access
5. One shopping/delivery app
If all five work, your core Korean digital identity setup is probably in good shape.

The biggest mistake: changing the number and waiting for problems to appear
This approach seems easier:
“I'll just update each app when it asks me.”
Until the account that asks you is your bank.
Or the verification code is required to recover a password.
Or the package-locker code goes to your old number.
Or you need Government24 immediately for an official certificate.
The better approach is to update your core Korean identity services within the first day or two after changing the number.
Bottom line
A Korean phone number sits at the center of many systems.
So when it changes, think in layers:
Layer 1 — Telecom identity
Make sure the new number is properly registered in your name.
Layer 2 — Authentication
Test mobile identity verification. Reissue a PASS Certificate only if you already use one and remain eligible; check the other digital certificates you actually use separately.
Layer 3 — Money
Update banks, cards, and payment services.
Layer 4 — Government
Update Government24, Hometax, and any specific government account you actively use.
Layer 5 — Daily life
Update Naver, Kakao, Coupang, delivery apps, apartment systems, utilities, and employer records.
And remember:
Changing your Korean telecom number does not automatically update the rest of Korea.
A 30-minute account check after the change can prevent weeks of annoying verification failures later.
