Hotel Booking Problems in Korea: Cancellations, Refunds, and Where to Get Help

If a hotel says your confirmed room is unavailable, keep the reservation open while you establish what happened. A guest cancellation, a property cancellation, and a refund already approved but not yet posted are three different problems. Recording the right one early makes the next conversation much easier.

Start with your confirmation, the cancellation terms saved at booking, and the payment record. Then work through the situation below. The aim is to secure the stay you need and leave a clear record for any remaining money dispute.

Illustrated reminder: keep the booking terms, cancellation record, and written refund decision. A helpline does not determine an individual refund entitlement.

At reception: solve tonight's stay first

Show the booking reference, guest name, check-in and check-out dates, room type, and platform confirmation. Ask the hotel to search its own reference as well as the platform's reference. Check the property address; similarly named hotels and separate branches can cause confusion.

If the room still cannot be supplied, contact the platform from reception and ask the hotel to confirm the reason in writing. In particular, establish whether the property is canceling because it cannot honor the booking. Do not select a guest-initiated cancellation just to clear the screen without understanding how the fee and responsibility will be recorded.

Ask about replacement accommodation and obtain written answers to these points:

  • Which property and room are being offered, and is the reservation actually confirmed?
  • Who pays any price difference and transport cost?
  • What happens to the original payment?
  • Are the replacement's location, accessibility, beds, and check-in time suitable?

If you must arrange another room yourself, retain its receipt and a record of why it was necessary. Reimbursement is not automatic, so ask about approval before committing to a much more expensive alternative when circumstances allow.

If you want to cancel or change the dates

Open the policy attached to that reservation, rather than a new price listing for the same hotel. Note the cancellation deadline, its time zone, the total price, any non-refundable component, and the no-show condition.

Before confirming cancellation, save a screenshot of the fee or refund the platform displays. Afterward, save the completed cancellation notice and its timestamp. A request sent to customer service is not necessarily a completed cancellation.

For a mistaken date noticed soon after booking, contact the platform promptly and ask whether a date change or fee waiver can be arranged. If the hotel agrees to waive a fee, get that agreement in writing and give it to the platform. Confirm that the platform has applied it to your particular reservation.

Do not assume either “non-refundable” or “Korea has a seven-day rule” settles every case. Article 17 of the Electronic Commerce Act contains withdrawal rules and exceptions. Whether they apply to your seller, booking, timing, and service is a question to take to consumer counseling with the documents.

When the hotel and booking platform send you back to each other

Give both sides the same reference and a short timeline, but ask each for the action it controls.

  • Ask the hotel: Is the room available? Did the property initiate cancellation? Does it approve a refund or waive a penalty?
  • Ask the platform: Who collected payment? Has the property's decision been received? What amount will be processed, by whom, and when?

The merchant on your card statement helps identify the payment route, although it does not by itself determine legal responsibility. A property saying “we approve a refund” may still leave the platform needing to carry out the payment step.

Use email or the booking's in-app message channel for the important decisions. After a call, send a short message recording the promise and ask the agent to confirm it. Keep the case number so the next person can retrieve the same conversation.

Reservation [reference]: the hotel confirmed on [date] that [room unavailable / penalty waived / refund approved]. Please confirm the refund amount, payment method, processing date, and whether any further action is required from me.

“Refund approved,” but the money has not arrived

Ask which stage has actually completed: approval, submission to the payment processor, or posting by the issuing bank. Request the amount and currency, processing date, original payment method, and refund reference if available.

Check the original card statement as well as the app's status. A pending card authorization and a completed charge are different entries; ask your issuer which one it sees. If the business says it has refunded a completed charge but the issuer cannot trace it, send the transaction reference back to the business.

Ask the card issuer promptly about its dispute process and deadline if the business remains unresponsive. The deadline and evidence vary by issuer and transaction. A chargeback is a separate process and does not guarantee recovery.

Keep the card and contact details usable while the refund is unresolved, or ask the issuer how a refund would be handled after closure. Never send a full card number, security code, or one-time authentication code to a hotel agent as “refund verification.”

The room differs from what you booked

Record the specific difference: bed configuration, missing facility, accessibility feature, room type, or a serious cleanliness or safety issue. Photograph it and retain the original description. Notify reception while the problem can still be addressed.

Ask for the booked room, a suitable alternative, cleaning or repair, or an explained price adjustment. Give the business a chance to respond when safe, and record any offer you accept or reject and why. Do not wait until after checkout to report a problem the property could have investigated during your stay.

If the room is unsafe, prioritize leaving the unsafe area and obtaining appropriate help. Document the reason when possible, rather than continuing an argument in the room.

Weather disruption or a canceled flight

Tell the hotel and platform as soon as you know you cannot arrive. Attach the airline cancellation notice, official transport suspension, or access restriction. Ask about changing the date and canceling, and obtain a written response.

A poor forecast, a transport cancellation, and accommodation that cannot be used are different facts. Retain the notices that apply to your journey. Do not simply miss check-in while assuming the hotel can see your flight status.

Where Korean consumer-help services fit

The Korea Consumer Agency's Consumer Dispute Resolution Standards are a reference for discussing accommodation disputes. The applicable accommodation category, cancellation timing, season, and responsibility need to be checked against the current standard and your booking. A general percentage table cannot establish your individual entitlement.

For consumer counseling, KCA lists 1372 on weekdays 09:00–18:00, excluding 12:00–13:00; callers pay telephone charges. Its counseling instructions explain that counseling comes before an eligible damage-relief application. English telephone counseling should not be assumed.

For tourism interpretation or help identifying the next contact, use the official 1330 channels. Current KTO operating information lists daily 07:00–24:00 KST. Neither an interpretation call nor a complaint submission is itself a refund decision.

If you are unsure whether the situation is still a refund disagreement or has become a safety issue, use our 1330, 1372, 112, and 119 decision guide to choose the appropriate kind of help.

For the first night, our Seoul arrival-day planner helps match transport and check-in to your landing time. Confirm your hotel's latest check-in time and reception arrangements before traveling there.

Keep one evidence folder

Put the confirmation, original terms, payment record, cancellation timestamp, hotel and platform decisions, room photos, and any replacement receipt together. Add a five-line timeline and the amount still disputed. That gives a counselor or card issuer something concrete to assess.

The response steps are practical documentation guidance. Refunds, compensation, and jurisdiction depend on the actual booking and applicable rules.
