Car Sharing in Korea for Foreigners: Socar, License Verification, Payment, and Insurance

Car sharing in Korea can be much more convenient than visiting a traditional rental-car counter.

You choose a car in an app, walk to a nearby parking lot, unlock it with your phone, drive for a few hours, return it, and the remaining charges are automatically calculated.

SOCAR is one of Korea's best-known car-sharing services.

But for foreign residents, the difficult part is usually not driving the car.

It is getting through:

  • Phone identity verification
  • Driver's license registration
  • Payment-method registration
  • Insurance and damage-waiver choices

There is also an important difference between a foreign resident living in Korea and a short-term tourist carrying only a foreign license or International Driving Permit.

SOCAR's standard consumer system is designed around Korean identity verification, a registered driving license, and an account-linked payment method.

So before planning an entire Jeju or Busan trip around SOCAR, make sure your account can actually complete all three.

Last checked: October 3, 2026. SOCAR eligibility rules, vehicle availability, prices, insurance products, and app functions can change. Always confirm the live reservation screen before booking.

Illustrated guide: Car Sharing in Korea for Foreigners: Socar, License Verification, Payment, and Insurance

Quick answer: can foreigners use SOCAR in Korea?

Foreign residents can use SOCAR if they can satisfy SOCAR's normal membership and driver-verification requirements.

SOCAR's current eligibility information is based on factors such as:

  • Age
  • Driver's license registration
  • Mobile-phone identity verification
  • Payment-method registration

The standard eligibility requirements currently include:

  • Age 21 or older
  • A mobile phone registered in your own name
  • A payment method that can be registered to your SOCAR account
  • A driver's license accepted by SOCAR's license-registration system

Some vehicle types can have additional age or license-class requirements.

For example, certain larger passenger vans may require the driver to be 23 or 26 years old, and certain vehicles may require a Class 1 Ordinary license.

SOCAR is much easier for foreign residents than short-term tourists

This distinction is important.

A foreign resident who has:

  • A Korean Residence Card
  • A Korean phone registered in their own name
  • A Korean driver's license
  • A compatible payment method

can generally go through the same SOCAR membership flow as another verified Korean resident.

A short-term tourist with only:

  • A passport
  • A foreign driver's license
  • An International Driving Permit
  • An overseas phone number

should not assume that the standard SOCAR app will work.

The current SOCAR public guide describes driver's-license registration using:

  • Physical driver's license
  • Mobile driver's license
  • PASS-based driver's-license verification

It does not present a foreign license or International Driving Permit as a standard registration method.

If you have only an overseas license or IDP, confirm eligibility directly with SOCAR before depending on the service.

For a short-term tourist, a conventional rental-car company that explicitly accepts foreign licenses and International Driving Permits may be the more practical option.

Long-term resident? A Korean driver's license makes SOCAR much easier

If you live in Korea and expect to drive regularly, exchanging your foreign driver's license for a Korean driver's license can solve one of the biggest car-sharing barriers.

Once you have a Korean license, it can be registered through SOCAR's current license-verification process.

Check the licence-holding rule for your SOCAR service

You may see a one-year licence-holding condition in SOCAR’s rental terms:

“You must have held your driver’s license for at least one year.”

SOCAR’s rental terms, Article 4(2), effective 20 June 2026, keep a one-year baseline while allowing eligibility to vary by service and operating policy.

SOCAR’s beginner guide published on 8 May 2026 states that licensed drivers aged 21 or older can use the service regardless of how long they have held their licence.

Source: SOCAR licence-holding period; guide and rental terms checked 17 October 2026.

A recently licensed driver may therefore qualify under the consumer guide, but confirm the requirements for your selected service and booking in the app or with SOCAR before paying.

Vehicle-specific age and license-class restrictions can still apply.

Step 1: Korean mobile-phone identity verification

SOCAR membership begins with:

휴대폰 본인인증 — mobile phone identity verification.

This is one of the biggest differences between SOCAR and a traditional rental-car counter.

The standard service requires a phone that can complete Korean identity verification.

SOCAR's current eligibility guidance specifies:

a mobile phone registered in your own name.

A family member's or another person's phone is not the normal personal membership route.

Why foreign residents sometimes fail at this step

Your Korean mobile service stores identity information associated with your Residence Card.

Problems can occur when:

  • Your phone is not registered in your name
  • Your foreign resident number is incorrect
  • Your name is registered differently between systems
  • You are using a temporary or incompatible phone arrangement

If SOCAR identity verification fails before you even reach driver's-license registration, check your telecom account first.

Step 2: register your driver's license

You cannot reserve a car until driver's-license verification has been completed.

SOCAR currently allows license registration through methods including:

  • Physical driver's license
  • Korean Mobile Driver's License
  • PASS driver's-license authentication

In November 2025, SOCAR also announced expanded mobile-license verification so customers could verify driving eligibility without photographing a physical card.

If your foreign resident account uses a Korean driver's license, this can make the setup much easier.

What if you only have an International Driving Permit?

This is where tourists should be careful.

An International Driving Permit may make you legally eligible to drive in Korea under the applicable Korean rules.

That does not automatically mean a specific car-sharing app can register it.

Legal driving eligibility and platform membership eligibility are separate questions.

SOCAR's current standard registration guide does not list an IDP as one of its normal driver's-license registration methods.

So:

“I can legally drive in Korea with my IDP”

does not necessarily equal:

“SOCAR will accept my IDP in the app.”

Step 3: register a payment method

SOCAR requires a payment method before you can use the service.

The current public guide lists options including:

  • Credit card
  • Debit/check card
  • KakaoPay
  • Naver Pay

SOCAR's eligibility guidance also emphasizes a payment card in the member's own name for normal personal use.

Another person's card is generally restricted in a personal SOCAR account.

What about foreign-issued credit cards?

Do not assume that an overseas Visa or Mastercard will work simply because the card network is recognized globally.

SOCAR's standard account system is tightly connected to Korean identity verification and account registration.

The public eligibility guidance focuses on an account holder's own registered payment method rather than promising support for every overseas card.

If your only payment method is a foreign-issued card:

try registering it before planning the trip.

Do not discover on the morning of departure that the payment method cannot be added.

How SOCAR pricing works

SOCAR pricing is different from simply paying:

“₩X per day.”

The current pricing structure is divided into stages.

Before the trip

You generally pay:

  • Rental charge — 대여요금
  • Vehicle protection / damage-waiver charge — 보장상품 요금

After the trip

Additional charges can include:

  • Distance-based driving charge — 주행요금
  • Hi-Pass highway tolls
  • Additional optional service charges where applicable

The actual price varies according to:

  • Vehicle
  • Region
  • Date
  • Time
  • Rental duration
  • Discounts or membership benefits

Use the final booking screen as the authoritative price for your reservation.

Driving charge is different from fuel cost

SOCAR’s current FAQ says the first 30 km of an internal-combustion-car rental have no driving charge, with vehicle-specific per-kilometre charges thereafter. Confirm the allowance and rate when booking. SOCAR fare FAQ; checked October 9, 2026.

This confuses many first-time users.

With a traditional rental car, you may need to refill the fuel before returning the vehicle.

SOCAR uses a different system.

For normal SOCAR vehicles, fuel should be purchased using:

the SOCAR fuel card kept inside the vehicle.

Source: SOCAR fuel-card instructions; checked October 9, 2026.

You then pay SOCAR's distance-based:

주행요금 — driving charge

according to the current pricing rules after returning the car.

Do not normally pay for SOCAR fuel with your personal credit card.

SOCAR's rental rules require customers to use the designated vehicle fuel or charging card unless SOCAR authorizes another method.

What about electric vehicles?

SOCAR currently states that its electric vehicles do not have a distance-based driving charge.

Use the designated charging system/card for the SOCAR vehicle rather than treating it like your own privately owned EV.

Always check the individual reservation because charging and return requirements can change by vehicle/service.

Highway tolls are handled through Hi-Pass

SOCAR vehicles have Hi-Pass equipment for toll roads.

You do not normally need to insert your own toll card.

The toll amount is later added to your SOCAR charges.

The final posting can sometimes occur after the vehicle has already been returned because toll information must be received from the road operator.

Insurance and “damage waiver” are not the same thing

This is probably the most important financial section of this guide.

When you book a SOCAR vehicle, there are two separate concepts:

1. Automobile comprehensive insurance

and:

2. SOCAR's vehicle-damage waiver/protection product

They cover different risks.

Automobile comprehensive insurance

SOCAR states that its vehicles carry automobile comprehensive insurance covering:

  • Third-party bodily injury — unlimited
  • Third-party property damage — generally up to ₩100 million
  • Jeju property-damage limit — currently ₩20 million
  • Driver/self bodily injury — up to ₩15 million

These limits concern the automobile insurance covering people and property involved in an accident.

They do not mean damage to the SOCAR vehicle itself is automatically free.

Damage to the SOCAR vehicle: 차량손해면책

SOCAR separately operates a:

차량손해면책제도 — vehicle damage waiver system.

You select a protection option when making the reservation.

The product determines the maximum amount you may need to pay toward damage to the SOCAR vehicle.

This amount is commonly referred to as:

자기부담금 — deductible / customer contribution.

Example: selected deductible is ₩300,000

Suppose the repair cost is:

₩1,200,000.

If the selected protection product properly applies and the maximum deductible is ₩300,000:

your vehicle-repair contribution is generally capped according to that product rather than paying the entire ₩1.2 million repair cost.

If the actual repair cost is below the deductible, the actual amount can be charged instead.

The exact choices and prices appear during the reservation.

What is “완전보장”?

SOCAR's 2026 insurance guide describes:

완전보장 — Full Protection

as a higher-protection option designed to remove the customer's SOCAR-vehicle repair-cost contribution when its conditions are satisfied.

On-site recovery costs are generally outside the damage waiver. The linked terms make an exception for a zero-deductible product, including towing/recovery by a partner provider; exclusions still apply. Confirm your reserved product. SOCAR fare guide and waiver terms, Article 4(2); checked October 9, 2026.

Another option, such as:

표준보장 — Standard Protection

can leave the customer with a defined maximum deductible.

The available product names, prices, and coverage can vary by vehicle, service, region, rental period, and user.

Read the actual booking screen instead of choosing only by the cheapest premium.

Insurance does not protect every kind of behavior

Even a strong protection option is not permission to ignore the rental rules.

SOCAR warns that vehicle-damage waiver protection may not apply when prohibited conduct or exclusions under its terms are involved.

Examples can include serious rule violations such as:

  • Unauthorized driver use
  • Third-party driving
  • Drunk driving
  • Other prohibited conduct defined in the rental and protection terms

In an excluded situation, the financial exposure can be dramatically larger than the deductible shown during a normal booking.

Do not let an unregistered friend drive

This is particularly important on road trips.

Your friend says:

“You're tired. I'll drive for an hour.”

If that person was not registered as an approved additional driver, you can create a serious insurance and contract problem.

SOCAR allows:

one additional driver per reservation

Source: SOCAR consumer additional-driver FAQ, checked October 27, 2026. The current FAQ requires the invited driver to finish payment-card and licence registration and driving-qualification checks before final approval; accepting the invitation alone is not approval.

under its current general rules.

The additional driver must also be an eligible SOCAR member.

Additional-driver rules

The current rules state that:

  • The additional driver must be an eligible SOCAR member.
  • Only one additional driver can be registered per reservation.
  • The additional driver must accept the invitation link and complete registration no later than 10 minutes before the rental starts.
  • The primary renter must be in the vehicle while the additional driver is driving.
  • The SOCAR smart key remains with the primary reservation holder.

Unregistered third-party driving can result in penalties and loss of insurance/protection coverage.

How do you reserve a SOCAR?

The standard flow is:

  1. Open SOCAR.
  2. Select your rental start and end times.
  3. Find a nearby 쏘카존 — SOCAR Zone.
  4. Select a vehicle.
  5. Review rental charge.
  6. Select the vehicle protection product.
  7. Review expected charges.
  8. Confirm the reservation.

SOCAR also offers other reservation formats in supported areas, including vehicle delivery and one-way options.

The availability depends on your location and reservation.

SOCAR web vs app

SOCAR currently allows several functions through its website as well as the app.

The web version can handle functions including:

  • Membership
  • Driver's-license registration
  • Payment-method registration
  • Round-trip reservations
  • Payment

However, the mobile app remains important because it handles:

  • Smart key
  • Door locking/unlocking
  • Horn
  • Hazard lights
  • Reservation changes
  • Extensions
  • Vehicle-location guidance

If you intend to drive the vehicle, have a working smartphone with mobile data.

Finding the vehicle

The app shows the SOCAR Zone and vehicle location.

Once you reach the parking area, use the app to:

  • Flash the hazard lights
  • Sound the horn
  • Unlock the vehicle

This can be especially useful in a large underground Korean parking garage where several identical vehicles are parked.

Before driving: inspect the vehicle

SOCAR tells customers to check the vehicle's condition before departure.

For your own protection, look at:

  • Front bumper
  • Rear bumper
  • Doors
  • Wheels
  • Mirrors
  • Windshield
  • Interior
  • Fuel/charge level

If you find existing damage, document it through the app or follow SOCAR's current reporting process before driving away.

Do not assume:

“They must already know about that scratch.”

Driving in Korea can feel different even if you are experienced abroad

A foreign resident may have years of driving experience but still be unfamiliar with:

  • Korean navigation instructions
  • Bus-only lanes
  • Parking garages
  • Speed-camera warnings
  • Highway toll systems
  • Right-turn rules
  • Apartment parking systems

For a first SOCAR trip, choosing:

  • A smaller car
  • A familiar route
  • Daytime driving

can make the experience easier.

Parking during the trip is your responsibility

The SOCAR Zone's parking arrangement applies to the designated pickup/return location.

It does not give you free parking everywhere in Korea.

If you park during your trip at:

  • Shopping center
  • Private parking lot
  • Public parking facility
  • Tourist attraction

normal parking charges can apply.

Returning the vehicle

For a standard round-trip reservation:

return the vehicle to the designated SOCAR Zone.

Before pressing:

반납하기 — Return

check:

  • Correct parking space
  • Windows closed
  • Lights off
  • Personal belongings removed
  • Fuel/charging condition satisfies current rules
  • Door locked

Then complete the return through the app.

Do not simply park the vehicle and walk away.

What if you will be late?

If you realize you need more time:

extend the reservation in the app before the scheduled return time, if an extension is available.

Do not assume you can simply return late and pay a normal hourly rate.

The car may already be booked by another customer.

Late returns can result in penalties under SOCAR's current terms.

What if you have an accident?

Report the accident to SOCAR.

The current SOCAR accident center is:

1661-4977

Source: SOCAR consumer accident-reporting FAQ, checked October 27, 2026.

SOCAR's current guidance says to:

  1. Report the accident.
  2. Photograph the accident scene.
  3. Record the other driver's information.
  4. Record the vehicle number.
  5. Record the other insurer where relevant.
  6. Record witness information when available.

Failure to properly report an accident can affect vehicle-damage-waiver coverage and can lead to additional action under SOCAR's rules.

If someone is injured, emergency safety comes first

If the accident causes serious injury:

119 — ambulance / emergency medical service

If police assistance is required:

112 — police

Then follow SOCAR's accident-reporting process as soon as safely possible.

Do not privately settle an accident without SOCAR

A minor scratch can look simple at the scene.

But:

  • Repair cost may be larger than expected.
  • The other driver can report additional damage later.
  • Your damage-waiver coverage depends on following SOCAR's procedure.

Use the official accident process instead of promising cash to the other driver and hoping the problem disappears.

Common problem: SOCAR membership verification fails

Check in this order:

  1. Is the Korean phone registered in your own name?
  2. Can the phone complete normal Korean identity verification?
  3. Does the name match your Residence Card information?
  4. Is your driver's license valid?
  5. Can SOCAR verify that license through its supported registration method?
  6. Can your payment method be registered?

For a foreign resident, fixing the underlying telecom identity record is often more useful than reinstalling the SOCAR app repeatedly.

Common problem: my foreign driver's license is valid but SOCAR will not register it

Do not confuse legal validity with platform compatibility.

Your foreign license may be valid in its issuing country.

Your International Driving Permit may even legally permit temporary driving in Korea.

SOCAR still needs to be able to verify your license inside its own registration system.

If it cannot:

do not drive the SOCAR vehicle under another person's account.

Use a rental method that explicitly supports your documents, or exchange your foreign license for a Korean one if you are a long-term resident.

Common problem: payment method will not register

Check:

  • Card holder
  • Card status
  • Online payment availability
  • Whether the service accepts that payment route

SOCAR's standard personal-account rules restrict registering another person's card.

If you use KakaoPay or Naver Pay, those services also have their own identity and payment requirements.

Common problem: the smart key does not work

Check:

  • Mobile data
  • App permissions
  • Bluetooth if the current function requires it
  • Correct reservation time
  • Correct vehicle

If the issue continues, use SOCAR's current support channel.

Do not attempt to force the vehicle open.

Common problem: someone else wants to drive

Register them properly as an:

동승운전자 — additional driver.

They must satisfy SOCAR's eligibility conditions and be registered to the reservation.

Do not hand the car to:

  • A friend with an IDP
  • Your partner
  • A coworker

simply because that person is legally licensed somewhere.

Platform authorization matters for insurance and damage-waiver coverage.

Example: foreign resident with a Korean driver's license

Anna lives in Seoul.

She has:

  • A Residence Card
  • A Korean phone registered in her name
  • A Korean Class 2 driver's license
  • A payment card she can register

The normal process is:

Phone verification

↓

Driver's-license registration

↓

Payment-method registration

↓

Select SOCAR Zone and car

↓

Select protection option

↓

Unlock with app and drive

This is the type of foreign resident for whom SOCAR can be extremely convenient.

Example: tourist with an International Driving Permit

David visits Korea for two weeks.

He has:

  • Passport
  • Foreign driver's license
  • IDP
  • Overseas phone
  • Foreign credit card

Those documents may be enough for a conventional rental-car provider that explicitly supports international customers.

But they do not match SOCAR's standard membership flow well.

He should not design his trip around SOCAR until he has confirmed that:

  • Phone identity verification works
  • His license can be registered
  • His payment method is accepted

For most short-term visitors, a traditional rental service may be simpler.

Example: sharing the driving with your partner

You book the vehicle under your SOCAR account.

Your partner also has a valid SOCAR account and meets the driving conditions.

Before the trip:

add your partner as the additional driver.

Do not wait until you are tired on the highway to decide who drives next.

Useful Korean terms

  • 카셰어링 — car sharing
  • 쏘카존 — SOCAR Zone / pickup location
  • 대여요금 — rental charge
  • 주행요금 — distance-based driving charge
  • 보장상품 — protection product
  • 자기부담금 — deductible / customer contribution
  • 차량손해면책 — vehicle damage waiver
  • 동승운전자 — registered additional driver
  • 스마트키 — smart key
  • 반납 — return
  • 연장 — extend
  • 사고접수 — accident report
  • 주유카드 — fuel card
  • 하이패스 — electronic highway toll system

First-time SOCAR checklist for foreign residents

  • ☐ I am at least 21 years old.
  • ☐ My Korean phone can complete identity verification.
  • ☐ My phone is registered in my own name.
  • ☐ I have a driver's license SOCAR can verify.
  • ☐ My payment method is registered successfully.
  • ☐ I checked vehicle-specific age/license restrictions.
  • ☐ I reviewed the rental fee.
  • ☐ I reviewed the driving charge.
  • ☐ I selected the protection product intentionally.
  • ☐ I understand my deductible.
  • ☐ Any additional driver is registered.
  • ☐ I know where the SOCAR Zone is.
  • ☐ My phone has mobile data and enough battery.

Before driving away

  • ☐ Check existing vehicle damage
  • ☐ Check fuel or battery level
  • ☐ Check mirrors and tires visually
  • ☐ Confirm the correct vehicle
  • ☐ Check the return location
  • ☐ Know how to contact the accident center

The biggest mistake: thinking SOCAR is simply a normal rental car with an app

It is not.

The app is part of the rental contract itself.

Your:

identity

+

driver's license

+

payment method

+

authorized drivers

are all tied together digitally.

That is what makes SOCAR convenient.

It is also why:

“My friend has a license, so they can drive my SOCAR.”

is the wrong way to think about the service.

Bottom line

SOCAR can be one of the easiest ways for a foreign resident to use a car in Korea without owning one.

But it works best when you already have Korea's basic digital-resident setup:

Own-name Korean phone

+

accepted driver's license verification

+

registered payment method.

For long-term foreign residents with a Korean driver's license, the process can be almost completely app-based.

For short-term tourists relying on a foreign driver's license and International Driving Permit, the standard SOCAR system may not be the easiest route.

And once you can book, remember the insurance lesson:

automobile insurance and SOCAR vehicle-damage protection are separate things.

Choose the protection product based on the amount you would actually be comfortable paying after an accident—not simply the cheapest premium.

Finally:

never let an unregistered person drive.

That one shortcut can turn a simple accident into a very expensive problem.
