Foreign residents can use Korea's dog-registration process: the official application provides a field for a foreigner registration number. Start with an authorized registration clinic or your local city, county or district office, and confirm the identification documents before visiting with your dog.
The National Institute of Animal Science registration guide identifies dogs aged two months or older as registration targets and describes applying through a designated veterinary clinic. It says to apply within 30 days after acquiring ownership or after the dog becomes subject to registration. This operational guidance was checked on 18 October 2026; the page does not show a separate effective date.
Find an authorized registration location
A veterinary clinic offering treatment is not automatically the registration location you need. Ask whether it is a designated animal-registration agent and whether it can register a dog to a foreign resident. The institute's guide links the national animal-protection information system for registration and agent information. Your district's animal-welfare department is another place to confirm the appropriate route.
When calling, explain whether this is a first Korean registration, a change of owner, or a dog that already has a microchip. If the dog arrived from abroad, keep the existing chip number and paperwork available. Ask how the existing identifier should be handled; do not assume that an overseas chip record has automatically created a Korean owner record.
Prepare the owner's and dog's details
The official animal-registration application form includes the owner's name, identification number, telephone number and address, plus the dog's name, breed, color, sex, neutering status and birth date. Its identification field expressly includes foreigner registration numbers. The current official form is marked revised 7 August 2025; its fields were rechecked on 28 October 2026.
Prepare your residence card and the spelling of your name as registered in Korea. Bring available adoption, ownership or existing registration records so the clinic can identify which transaction is needed. Confirm the clinic's actual document list rather than treating these preparation suggestions as a complete legal checklist.
The Government24 animal-registration service guide lists a certificate of foreigner registration among records an official may verify through administrative information sharing. If you do not consent to that sharing, it says the applicant must supply the relevant record. The guide's displayed content-check date is 7 October 2024; it was independently checked for this article on 18 October 2026. Ask the receiving office what it needs for your situation.
Check the identifier and completed record
The institute describes implanted and external wireless-identification options. Ask the clinic which route applies, what the full cost includes and when the registration certificate will be available. Do not confuse a government application fee with a clinic's total charge.
Before leaving, confirm the owner's name, current telephone number and Korean address. Ask how to obtain the certificate and correct a mistake. Save the registration number with your dog's records, rather than relying on a photograph of the clinic receipt alone.
Update the record when life changes
The official form's instructions specify reporting a lost registered dog within 10 days. Its 30-day change-report list covers a new owner; changes to the owner's name, identification number, address or phone number; finding a previously reported lost dog; no longer keeping the dog in Korea; the dog's death; and a lost or unusable wireless identifier. These instructions were checked on 18 October 2026; the downloaded form's separate effective date was not established. Confirm the current submission route with the district or authorized agent.
When moving or changing your Korean number, check the saved dog record. Use the Korean address guide to check the building and unit details. The official form says a move-in report (전입신고) counts as the animal-registration address-change report. Ask the district how your particular residence filing is reflected before making a duplicate report, and check the dog record's resulting address. Updating a bank contact record does not replace checking the dog's registration.
Updated October 29, 2026: Replaced the unverified form download link with the verified official form viewer and clarified its revision and source check date.
